(a) The University will pay $60,775 annually for which the Hospital will furnish nine beds, teaching staff, and other services necessary to maintain such beds. (b) Renewal is automatic from year to year unless terminated by either party by written notice prior to June 30 of any year. (c) The amount to be paid is subject to revision upon a written request of either party to the other prior to the first day of any year. (d) Ariy adjustment in payments will be based upon the actual cost to the Hospital of maintaining the beds. The Vice-President in charge of the Chicago Professional Colleges, the Dean of the College of Medicine, and the Comptroller recommend approval. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute such a contract with the Presbyterian Hospital of the city of Chicago.

On motion of Mr. Nickell, this contract was authorized.

LICENSE OF ALL1S-CHALMERS M A N U F A C T U R I N G COMPANY UNDER KERST PATENT

(35) The Allis-Chalmers Manufacturing Company, West Allis, Wisconsin, has been negotiating with the University for a license to manufacture betatrons embodying the improvement covered by U. S. Patent 2,545,958 which is held by the University. This is a patent covering a new and useful improvement in "induction accelerators" granted on application of Professor Donald W. Kerst, who assigned it to the University. Professor Kerst and the Department of Physics recommend that the Allis-Chalmers Manufacturing Company be granted a royalty-free nonexclusive license because (a) the apparatus will be used for research purposes for the benefit of mankind and no large-scale production is anticipated; and (b) Allis-Chalmers has been very cooperative with the University in the design and manufacture of equipment for research work. The University Research Board agrees with the royalty-free provision but is of the opinion that such a license should be granted for a period of five years, subject to renewal depending upon the extent to which the patent is used and the number of requests which might be received from other companies. The Research Board, therefore, recommends that Allis-Chalmers Manufacturing Company be granted a royalty-free nonexclusive license "to make, have others make for it, use and sell apparatus for which orders were accepted by Allis-Chalmers Manufacturing Company prior to March 21, 1956, embodying the invention claimed in U. S. Patent 2,545,958, Kerst, March 20, 1951." I concur.

On motion of Mrs. Holt, a license on the terms recommended was authorized.

PROFESSIONAL SERVICES I N WATER RATES LITIGATION

(36) The Northern Illinois Water Corporation which operates the ChampaignUrbana water supply system, and with which the University has a contract for its water supply, has requested the Illinois Commerce Commission to approve an increase in rates. Officers of the University and of the local city governments are seeking information on the Corporation's financial operations to aid them in deciding whether or not higher rates are justified. It is necessary to employ special auditors and legal counsel in securing such information and in representing the interests of Champaign and Urbana and the University before the Illinois Commerce Commission. The accounting firm of George Rossetter and Company, Chicago, which is currently employed by the Board of Trustees to audit University of Illinois accounts, is especially experienced in investigations of this kind. With the concurrence of local city officials, the Comptroller of the University invited representatives of this company to discuss the matter and they are now engaged in a preliminary study representing the three parties. The Comptroller recommends that the University join with the cities of Champaign and Urbana in employing this firm.
