janitor service and other maintenance. This space shall be adequate for the purposes of the Institute as agreed upon from tune to time by its Director and the University authorities. At the present time, it consists of the following rooms: second floor south — rooms 207, 208, 209, 210, 211, 225; third floor south — rooms 307, 308; fifth floor north — rooms 555, 560, 562, 563, 564, 565, 566, 567; basement — rooms 27A, 28, 29, 30, 67. 5. The Director of the Illinois State Psychopathic Institute shall be appointed by the Department on nomination by the University and shall be removed on written request of either party. He must have qualifications which will entitle him to appointment on indefinite tenure in the Department of Psychiatry or the Department of Neurology and Neurological Surgery of the University. 6. The personnel of the Institute, apart from the Director, shall be chosen by its Director after consultation with the Department of Public Welfare. 7. The University agrees to cooperate with the Director of the Illinois State Psychopathic Institute in making the resources of the University available to the educational, consultative, and investigative program of the Institute. As a corollary to this, the Department and the University agree to continue their friendly relationships of many years' standing, in that requests for reference and transfer back and forth between the University Hospital and Institutes and the Welfare institutions, shall be freely made and carefully considered in a spirit of mutual helpfulness and cooperation. 8. Amendment or extension of this understanding can be effected by discussion and agreement between the proper authorities representing the Department of Public Welfare and the University together with the Director of the Illinois State Psychopathic Institute. The Vice-President in charge of the Chicago Professional Colleges and the Comptroller recommend that this statement of policy and procedure be approved, with the understanding that it will be incorporated in a formal contract to be executed by both parties. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute such a contract upon approval of the same by the VicePresident in charge of the Chicago Professional Colleges and the Legal Counsel.

On motion of Mr. Hickman, this statement of policy and procedure was approved and the execution of a contract based on the same was authorized by the following vote: Aye, Mr. Fornof, Mr. Grange, Mr. Hickman, Mrs. Holt, Mr. Johnston, Mr. Livingston, Mr. Megran, Mr. Nickell, Mrs. Watkins; no, none; absent, Mr. Herrick, Mr. Stevenson.

CONTRACT BETWEEN T H E UNIVERSITY OF ILLINOIS AND PRESBYTERIAN HOSPITAL OF CHICAGO

(34) On July 1, 1941, the Board of Trustees entered into an agreement of affiliation with the Presbyterian Hospital of the city of Chicago under which certain facilities in Presbyterian Hospital were made available to the University for teaching purposes. The University, in return, appoints to its faculty, certain members of the Presbyterian Hospital staff, designated as Rush Presbyterian Hospital Staff, and pays them salaries for part-time services. This plan has created a problem, for the staff participates in the University Retirement System of Illinois and the University deducts from their salaries five per cent for contributions to the System. Presbyterian Hospital has no retirement system. A contract has been negotiated with the Presbyterian Hospital making available to the University nine beds for teaching purposes and the services of the necessary teaching and clerical personnel, laboratory facilities, and such other facilities as are required to maintain the beds for the University's use. The contract provides that the University shall pay Presbyterian Hospital $6°>775 a year, which is the approximate amount that would be paid by the University in salaries under the present arrangement. The University will discontinue payment of salaries to Rush Presbyterian staff and the Hospital will assume this obligation. Funds are available in the proposed 1951-1952 budget of the College of Medicine to meet these contract payments for hospital facilities. The contract with the Presbyterian Hospital provides that:
