of these parties before the Illinois Commerce Commission. It would not be feasible for the Legal Counsel to undertake this assignment because the amount of time required would make it impossible for him to look after other University legal business. Also, for work of this kind it is advantageous to have counsel with special experience in rate litigation. It is estimated that the total costs of these professional services, accounting and legal, will be approximately $5,000. It is recommended that the University assume 30 per cent of the cost. The city of Champaign will assume 40 per cent and Urbana will assume 30 per cent. I recommend that the Board of Trustees authorize the employment of George Rossetter and Company and an attorney to be selected by the cities of Champaign and Urbana and the University under this joint arrangement.

On motion of Mr. Johnston, authority was given as recommended, the selection of special counsel to be subject to approval by the President of the University.

ENGINEERING SERVICES FOR ABBOTT POWER PLANT

(37) There have been three additions to the Abbott Power Plant since it was first constructed in 1940. There are now four sets of drawings which must be analyzed to trace each individual circuit in order to diagnose and correct the cause of any operational troubles. This is not only time-consuming but increases likelihood of costly errors. The capacity of the present generating equipment is barely sufficient to meet demands. In view of a potential deficiency in power production, it is important to have consolidated wiring diagrams of each control circuit in order to locate and correct promptly the cause of any trouble. The Director of the Physical Plant and the Comptroller recommend employment of Sargent and Lundy, Chicago, consulting engineers on the design of the Abbott Power Plant and additions thereto, to prepare consolidated drawings. The firm offers to accept the assignment on the basis of the following charges: (a) engineering and drafting services, the actual salaries and wages of personnel employed, plus 100 per cent; (b) stenographic and clerical services, travel, and miscellaneous expense, at cost. The estimated cost is $2,000. Funds are available in the Physical Plant Operating Budget for this contract. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute such an agreement.

On motion of Mrs. Watkins, this recommendation was approved.

CONTRACT FOR SMALL HOMES C O U N C I L CONSTRUCTION PROJECT

(38) The Acting Director of the Small Homes Council, the Dean of the College of Fine and Applied Arts, and the Comptroller recommend award of a contract for $15,241.52 to Oran L. Shoemaker and Company, Champaign, the lowest bidder, for the construction of a flexible laboratory dwelling to be used in a study of "Design Criteria for Space in Dwellings" by the Small Homes Council. Funds are available under a contract for a cooperative investigation between the Housing and Home Finance Agency and the University. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute this contract.

On motion of Mr. Fornof, this contract was authorized.

CONTRACT FOR PUMP VAULT

(39) The Director of the Physical Plant and the Comptroller recommend the award of a contract for $6,995 to Clyde E. Gates, Champaign, the lowest bidder, for construction of a pump vault at the northwest corner of the Administration Building for the vacuum return heating system on the campus. Funds are available in the Physical Plant Renewal and Replacement budget. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute this contract.

On motion of Mr. Grange, this contract was authorized.
