attached to their grants-in-aid, it would be extremely difficult to secure a patent and if one were obtainable, it would probably be unremunerative because of the restrictions which would almost certainly be imposed by the donors. Moreover, medical science and the public interest can best be served if Doctor Wakerlin publishes his findings in complete detail, thus preventing anyone from obtaining a patent on them. He is not interested in any personal gain and hence would not seek a patent if the right to the discovery were released to him. In view of these considerations, the University Research Board has recommended that no application be made for a patent on Professor Wakerlin's discovery and that he be authorized to publish his findings. I concur.

On motion of Mr. Livingston, these discoveries were released to Professor Wakerlin for publication of his findings.

LEAVE OF ABSENCE FOR PROFESSOR F. W. LOOM1S (2) Professor F. W. Loomis, Head of the Department of Physics, has been asked to undertake the direction of a program of technical studies at the Massachusetts Institute of Technology under the auspices of the Air Force, the Navy, and the Army. The problem is of such urgency for the Armed Forces that he feels he should accept the assignment. Accordingly, I recommend that he be given leave of absence without salary for the second semester of 1950-1951 (March 1 through August 31, I95i)I also recommend that Professor G. M. Almy be appointed Acting Head of the Department of Physics to serve during the absence of Professor Loomis and that the President of the University be authorized to make an appropriate adjustment in his salary in view of this additional service.

On motion of Mr. Livingston, this leave was granted.

RELEASE OF F U N D S FOR BUILDINGS A N D OTHER CAPITAL IMPROVEMENTS

(3) The Governor has approved the following release of funds from appropriations made to the University of Illinois for 1949-1951 for buildings and other capital improvements: Release No. 51 "For Permament Improvements at Chicago — Construction of addition to present hospital" $425 000 This is a partial release from an appropriation of $7,395,000. The Governor has previously released (Releases Nos. 8, 15, 17, 19, and 49) $6,863,679.18 from this appropriation. The funds now released are for construction of a new steam heating plant on the Chicago Professional Colleges campus. Release No. 52 "For Permanent Improvements at Urbana-Champaign — Construction of extensions to the Utility Distribution Systems" 67 650 These funds are for improvements in the electrical distribution system in Illini Hall and the modernization of the transformer vault serving the Busey and Evans Residence Halls. "For Permanent Improvements at Urbana-Champaign—Construction of extensions to the Utility Distribution Systems" 10 000 (77 650) The funds are for reconstruction of the storm sewer installation between Illini Hall and the Arcade Building. The two above items are partial releases from an appropriation of $37SiOOO. The Governor has previously released (Releases Nos. 12, 37, 39, and 41) $210,000 from this appropriation. Release No. 53 "For Permament Improvements at Urbana-Champaign — Additions to Power and Heating Plant and remodeling of existing buildings".... This is a partial release from an appropriation of $1,215,000. The
