REPORT, ARMORY MESS HALL

(23) A report of the Comptroller on the Armory Mess Hall from October 14 to October 31, 1918. November 8, 1918 President Ed??tund J. James

M Y DEAR PRESIDENT JAMES:

I beg to enclose a report of the Armory Mess Hall from its opening on October 14th to October 31st, a period of 18 days. This report includes all expense of costs as accurately as we have been able to determine them, together with an allowance to cover the expenditures for reconstruction and equipment. This allowance is based on an expenditure of approximately 362,500.00, to be distributed over a period of 250 days. The amount of $62,500.00 includes only the actual expenditures on account of the mess, as nearly as that can be separated from expenditures on account of the upper floor and related toilet facilities for barracks use. The number of meals charged is based on the daily mess reports. As a matter of fact, we shall be allowed to render bills for the entire strength of the unit on any given date. Under this plan our income will be considerably increased. For example, the number of men served on November 6 was 2814, whereas the strength of the unit at that date was 3034. On this basis our average daily expenditure would be reduced about 4 ^ cents, making a net average expenditure for the month of October of approximately 63 cents per day, including allowance for equipment. The expenditures at the Armory on account of reconstruction and equipment, more specifically for the mess, amount to approximately $36,000.00. If the Armory is used as a barracks a rent sufficient to cover this expenditure can probably be realized through the charge for housing. If however this is not done, these expenditures must be made from the returns on the mess. Such an arrangement would constitute an addition of approximately 4 cents per day, making an average for the month of October, after allowing for a charge based on the full strength of the unit, of 67 cents. You will observe from the report that the average for the first week was very much higher than for the two succeeding weeks. I think it may be safely said that our average cost at the present time, including allowance for the total expense of reconstruction and equipment in the Armory, is not above 62 cents per day.
