It was the opinion of the Board that if the State would provide for the expense of maintaining the laboratory, the University would be willing to take it over so far as its work is devoted to investigation and research in hog cholera and similar diseases, but that the University would not desire to undertake the police or regulatory work hitherto vested in that department.

STATUS OF PROFESSOR E. L. BOGART (19) A statement that Professor E. L. Bogart was granted sabbatical leave of absence on one-half pay for the current academic year. Soon after the first of December he was called on by the War Board in Washington to assist them, and is now under pay of the Government. He has returned his September salary and is now asking for leave of absence without pay for the present year.

On motion of Mrs. Busey, the President of the University was authorized to grant such leave of absence.

LEAVE OF ABSENCE FOR PROFESSOR LYBYER (20) A request for authority to extend the leave of absence without pay granted to Professor A. H. Lybyer to April 1, 1919, to enable him to act as adviser on historical matters concerning the Balkan states at the Peace Conference.

On motion of Mr. Trimble, this request was granted.

PROPOSED SETTLEMENT OF REDMON CASE (21) A letter from Judge Oliver A. Harker, Counsel for the University, saying that the attorneys for Redmon in his case against the Board of Trustees have indicated a willingness to settle the case for one hundred and fifty or two hundred dollars.

On motion of Mr. Trimble, this offer was declined. At this point, Mrs. Busey withdrew.

PROPOSED SUMMARY OF BUDGET (22) A request for authority to submit to the Legislative Reference Bureau a summary of the proposed budget for the next biennium, based on the proceeds of the mill-tax, fees, and federal funds.

On motion of Mr. Blair, the President of the University was authorized to draw up a budget based on the assumption that the University will receive the proceeds of the mill tax and other usual income, and to include an additional item of $300,000 for a clinical laboratory for the College of Medicine.
