UNIVEKSITY OF ILLINOIS.

It being evident that the contract for Engineering Hall would not be completed September 1, according to its terms, your Committee asked the contractors to appear and show cause, i£ any, why they had not been able to carry out the contract. They appeared August 28th and stated that strikes through the summer had delayed them, and asked an extension of eight iveeks. Your Committee, on examination into the reasons given, decided to recommend to the Board that an extension of six weeks be allowed. We make that recommendation now, believing that it is but just and right under the stipulations of the contract. Your Committee ordered the removal of the old fences upon the campus, believing that the action would be commended by the Board. Your Committee, upon estimating the amount of walks necessary for connecting the new building with the other walks of the grounds, found that they would, if laid in cement or manufactured stone, cost about $1,000.00. We ask your instructions with regard thereto. Your Committee recommends the payment of $1,600.00 to the architect and superintendent, on account of Services rendered. The general contractors of the new building have been paid as follows: J u l y 1, 1894, $7,667.94; August 1,1894, $6,808.58; September 1,1894, $19,186.60. It is the intention of the Committee not to pay any further money to the general contractors until the completion of the building. Your Committee asks your instructions with regard to settling with the contractors, as the building will be completed before your next regular meeting. Respectfully submitted,

O n m o t i o n of Mr. M c L e a n , t h e r e p o r t of t h e C o m m i t t e e was received, a n d t h e a p p r o p r i a t i o n of $1,600.00 for p a y m e n t of t h e a r c h i t e c t a n d s u p e r i n t e n d e n t was made, as recommended. O n m o t i o n of Mr. A r m s t r o n g , it was voted t h a t t h e g e n e r a l cont r a c t o r s of t h e e n g i n e e r i n g b u i l d i n g be h e l d to t h e i r contract, a n d t h a t n o more money be p a i d u n t i l t h e b u i l d i n g is c o m p l e t e d a n d t u r n e d over. T h e C o m m i t t e e on B u i l d i n g s a n d G r o u n d s was ins t r u c t e d to c o m m u n i c a t e t h i s action to t h e contractors. T w o h u n d r e d dollars wras a p p r o p r i a t e d to be used, or as m u c h thereof as m a y be needed, by t h e C o m m i t t e e on B u i l d i n g s a n d G r o u n d s , in c o n s t r u c t i n g t e m p o r a r y p l a n k walks a b o u t E n g i n e e r i n g Hall. P r e s i d e n t D r a p e r ' s report was t h e n t a k e n u p for consideration. O n m o t i o n of Mr. M c L e a n , Mr. L . d e P . Vail was m a d e t e m p o r a r y i n s t r u c t o r in athletics d u r i n g t h e absence of t h e director of t h e g y m n a s i u m , Mr. D o d g e . O n m o t i o n of Mr. R a a b , $300.00 was a p p r o p r i a t e d for b a n d i n s t r u m e n t s a n d music. O n m o t i o n of Mr. R a a b , $50.00 was a p p r o p r i a t e d for t h e p u r c h a s e of swords a n d belts, at t h e r e q u e s t of C a p t a i n B r u s h . F o r t h e d e p a r t m e n t of pedagogics a n a p p r o p r i a t i o n of $150.00 was made. F o r t h e p r e p a r a t o r y school an a p p r o p r i a t i o n of $200.00 was m a d e , t o be used in t h e p u r c h a s e of a p p a r a t u s a n d supplies.
