T h e B o a r d of T r u s t e e s of t h e U n i v e r s i t y of Illinois m e t in special session in t h e U n i v e r s i t y P a r l o r in U r b a n a , 111., at 3 o'clock p . m., T h u r s d a y , S e p t e m b e r 19, 1895, p u r s u a n t to t h e following call issued b y t h e S e c r e t a r y S e p t e m b e r 14, 1895: "By the order of the President, Mr. Nelson W. Graham, the Board of Trustees of the University of Illinois is hereby called to meet in special session at the University Parlor in Urbana, 111., at 3 o'clock p. m., Thursday, September 19, 1895, to consider the report of the architects upon designs submitted for the new library building, and to transact such other business as may be duly presented." T h e r e were p r e s e n t Messrs. A r m s t r o n g , B u l l a r d , G r a h a m , M c L e a n , M o r g a n , Morrison, R a y m o n d , a n d D r . S m i t h . A b s e n t , Grovernor Altgeld, Messrs. I n g l i s a n d J u d y a n d M r s . Flower. O n motion of Mr. B u l l a r d it was voted t h a t t h e B o a r d h e a r t h e rep o r t of t h e c o m m i t t e e of experts a p p o i n t e d to e x a m i n e t h e p l a n s s u b m i t t e d for t h e new library b u i l d i n g . Before t h i s was read, however, P r e s i d e n t D r a p e r a n n o u n c e d t h a t A s s i s t a n t Professor F r a n k Z i n k e i s e n h a d sent in h i s r e s i g n a t i o n on a c c o u n t of ill h e a l t h . T h e r e s i g n a t i o n was accepted, a n d Mr. G e o r g e D a n i e l H a m m o n d , A. B., was a p p o i n t e d h i s successor at a salary of $1,000.00 a year from S e p t e m b e r 1st.

REPORT ON DESIGNS FOR LIBRARY BUILDING. URBANA, ILLINOIS, September 18, 1895.

To the President and Board of Trustees of the University of Illinois. GENTLEMEN: The committee appointed by your body to make a careful study of the twelve selected designs for the proposed University library, begs leave to present the following report: In accordance with your instructions the twenty-six other designs were first carefully examined and two of them were chosen for study, those marked " J ' a i etudie and "Messenger." These were subjected to precisely the same examination and criticism as the twelve designs selected by your body and especially referred to this committee. Each one of the fourteen designs was first carefully examined to determine whether it satisfied each requirement of the program, and the results entered on a check list. Since neither the areas of the rooms nor the number of persons using them was specified, but was left to the discretion of the architect, it became necessary to adopt a series of standards in accordance with experience in the old library, and the probable future requirements for this building.
