on individual order by the Physical Plant Department and is subject to approval by the Comptroller and to the availability of funds appropriated by the Board. The contractors are employed on jobs which are so small or of such a character as to make competitive bidding impractical, and not exceeding $5,000 for any one authorization. This procedure has the advantage of permitting immediate starting of work after the Board has approved an appropriation and it eliminates the expense of preparing drawings and specifications required in securing competitive bids. The Director of the Physical Plant and the Comptroller recommend award of the following cost-plus contracts based on competitive bids for the fiscal year beginning July I, 1951, with the understanding that no orders will be placed under such contracts after June 30, 1952, and that all work will be handled in accordance with the procedure established. The recommendations for awards are based upon those bids which in the judgment of Physical Plant Department officials will result in the lowest cost to the University. In plumbing and heating, electrical work, and sheet metal work, the materials required are usually in such small quantities that they are taken from contractors' stocks and, hence, a merchandising overhead percentage is added to the material costs percentage. If material is purchased by a contractor for delivery directly to the. job, the merchandising overhead is not added. I recommend that these contracts be awarded in accordance with the terms and conditions stated, the Comptroller to report to the Board periodically on all contracts initiated.

On motion of Mr. Fornof, these contracts were authorized, as recommended.
