On motion of Mr. Megran, this leave was cancelled as recommended.

C H A N G E IN W O R K S C H E D U L E O F A G R I C U L T U R A L EMPLOYEES (5) T h e Dean of the College of Agriculture and the Director of Nonacademic Personnel recommend a reduction in the present forty-four basic work week to a forty-hour work week, effective July 1, 1951, for the agricultural employees classified as Fieldman, Agricultural Gardener, Herdsman, Poultryman, Creameryman, Cold Storage Operator, and Farm Laborer. There has been a disparity between the wages and working hours of agricultural employees and those doing other types of campus labor. T h e wages of agricultural employees have been adjusted, and the change in the work week will now bring their wages and working conditions in line with other laborers. I recommend approval.

On motion of Mrs. Holt, this change was approved by the following vote: Aye, Mr. Fornof, Mr. Grange, Mr. Herrick, Mrs. Holt, Mr. Johnston, Mr. Livingston, Mr. Megran, Mr. Nickell, Mrs. Watkins; no, none; absent, Mr. Hickman, Mr. Stevenson.

I N C R E A S E IN ILL1NI UNION BUILDING S E R V I C E C H A R G E (6) All students at Urbana-Champaign pay a service charge of $5.00 per semester and $2.50 per summer session for the use of the Illini Union Building. This charge was established by the Board of Trustees in 1040-—as a fundamental requirement in financing of the Illini Union Building — to provide for the operation and maintenance of the nonrevenue producing areas of the building and for amortization of the loan which was secured to construct the building. T h e service charge was based on an enrollment of 10,500 students during the two semesters of the regular academic year and an estimated annual operating expense of approximately $125,000, excluding the revenue producing areas which pay all direct costs and their proportionate share of indirect costs. T h e building service charge was established more than ten years ago. Since then, expenses of operation, maintenance, and services have increased more than the increase in income provided by growth in enrollment. The Director of the Building and the Committee on Fees and Scholarships recommend an increase in the Illini Union Building service charge to $7-00 per semester and $3.50 per summer session. I concur.

On motion of Mr. Johnston, these service charge increases were approved.

R E L E A S E O F F U N D S F O R BUILDINGS AND O T H E R CAPITAL IMPROVEMENTS (7) The Governor has approved the following releases of funds from appropriations made to the University of Illinois for 1949-1051 for buildings and other capital improvements. Release No. 65 "For Permanent Improvements at Urbana-Champaign — Construction of extensions to the Utility Distribution Systems" $ 27 350 This is a final release from an appropriation of $375,000. T h e Governor has previously released (Releases Nos. 12, 37, 39, 41, 52, and 57) $347,650 from this appropriation. The funds now released are for additional projects under the Utility Distribution Systems appropriation. Release No. 66 'Contingencies to cover expenditures for purposes for which the amount appropriated in any item above enumerated is, or becomes insufficient" 20 000 This is a final release from an appropriation of $250,000.
