The case was set for trial on November 13, 1950. Professor Britton is prepared to proceed as attorney for the University for the present. The litigation may extend over a long period of time and it may go to the Supreme Court. I, therefore, recommend that the Board authorize a special committee to employ the counsel and to approve the fee structure. O n motion of M r . Nickell, this matter was referred to a special committee consisting of Messrs. H e r rick, Chairman, H i c k m a n , a n d Livingston, with power to act.

APPEARANCE OF THE UNIVERSITY OF ILLINOIS BEFORE THE FEDERAL COMMUNICATIONS COMMISSION

Mr. Livingston called attention to the hearings which will soon be held by the Federal Communications Commission on assignments of television channels. O n motion of Mr. Nickell, Mr. Livingston w a s designated as the official representative of the Board of Trustees to appear with other officers of the University of Illinois before the Federal Communications Commission in the interests of the University.

DISCUSSION OF MATTERS IN THE COLLEGE OF COMMERCE AND BUSINESS ADMINISTRATION

Report of the Executive Committee of the Board of Trustees President Williamson reported that the Executive Committee of the Board of Trustees at a meeting held in Urbana, Illinois, on November 17, 1950, adopted the following resolution: WHEREAS, Doctor Stoddard has said it is perfectly proper to have Dean Bowen and the Executive Committee of the College of Commerce heard in an open meeting of the full Board of Trustees of the University of Illinois; Therefore be it resolved that the Executive Committee of the Board of Trustees ask Doctor Stoddard to invite Dean Bowen and the Executive Committee of the College of Commerce to appear before the Board of Trustees for the purpose of being heard fully on all matters concerning the College of Commerce; and Be it further resolved that any member of the faculty who so desires may appear at such hearing by request through Doctor Stoddard. T h i s action followed a conference on November 17 between Senator Everett R. Peters and the special committee 1 appointed at the Board meeting on October 26, 1950 to meet and discuss with him the issues involved in the situation in the College of Commerce. Representatives Charles W . Clabaugh, O r a D. Dillavou, and Representative-Elect Paul Stone of the Twenty-fourth Senatorial District of Illinois also participated in this conference on invitation of the committee. By direction of the President of the Board the hearing referred to in the resolution of the Executive Committee was set for 2 : 0 0 p.m., Friday, November 24, 1950, as a special order of business of the meeting of the Board of Trustees scheduled for that date. This report of the Executive Committee was received for record. O n motion of Doctor Meyer, the following procedure was adopted for the consideration of this special order of business: 1. The meeting will start promptly at 2:00 p.m. and will adjourn by 5:30 p.m.

1 The members of this committee, appointed in response tn Senator Peters' telegram of October as. *95°> were Messrs. Fornof, Hickman, Livingston, McLaughlin, Stoddard, and Williamson. Mr. Hickman was unable to attend the conference on November 17 because he was counsel in a case which was heard in the Supreme Court of Illinois on the same day.
