years ago by a sorority and will house thirty-four students. It is now operated as a student rooming house. The owner has agreed to sell all of the existing furnishings for approximately $2,000. The property is in the area of future campus expansion and in the meantime it could be used to provide additional quarters needed by the School of Music. The property has been appraised by two local real estate brokers at $57,500. The owner is unwilling to sell at the appraised value because she recently received two offers of $65,000 but at a time when she was not willing to sell. She has since indicated willingness to accept a price of $63,125, the University to take possession at the beginning of the second semester of 1950-1951. Because of its location the University would be justified in paying a price in excess of the appraised value. The house would be assigned, for the present, to the School of Music as an annex to Smith Music Hall to provide additional classrooms and practice rooms which are greatly needed. 1204 West Oregon Street, Urbana $36 400 This is a lot 50 feet by 157 feet on which there are two houses of frame construction, one of sixteen rooms plus three basement rooms and a small three-room house. This property is in the block bounded by California Avenue on the north, Mathews Avenue on the west, Oregon Street on the south, and Goodwin Avenue on the east, which is also an area of future campus expansion. The property at 1204 West Oregon adjoins a University property at the north. In the meantime, the house could be used for student housing. The property has been appraised by two local real estate brokers at $35,000. The owner originally asked $40,000 but in subsequent negotiations reduced the price to $36,400, the University to take possession at the beginning of the second semester of 1950-1951. The acquisition of these properties will require an appropriation of: 708 South Mathews Avenue, Urbana $63 125 For contingencies 300 $ 63 425 1204 West Oregon Street, Urbana 36 400 For contingencies 350 36 750 Total $100 175 Additional funds will be required for remodeling and a separate appropriation, based upon firm estimates of cost, will be requested later. I recommend that these properties be purchased and that an appropriation of $100,175 be made from the General Reserve Fund for the purchase of these properties, and an appropriation of $8,640 be made from the General Reserve Fund for the purchase of equipment for the School of Music to be installed in the house at 708 South Mathews Avenue as an annex to Smith Music Hall.

On motion of Doctor Meyer, the purchase of these properties and equipment was authorized, and an appropriation of $108,815 was made from the General Reserve Fund by the following vote: Aye, Mr. Fornof, Mr. Herrick, Mrs. Holt, Mr. Livingston, Mr. McLaughlin, Doctor Meyer, Mr. Nickell, Mrs. Watkins, Mr. Williamson; no, none; absent, Mr. Hickman, Mr. Stevenson.

(5) The University is a defendant in proceedings in the Circuit Court of Cook County (No. 48C327, Chatkin and Tondrow vs. the University of Illinois and the Director of the State Department of Registration and Education) in which the issue involved is the constitutionality of the Illinois Accountancy Act of 1943. This litigation was started almost three years ago while Professor William E. Britton was Legal Counsel. He is the attorney of record for the University, along with the Attorney General of Illinois who represents the Director of the Department of Registration and Education, codefendant, and two Chicago law firms representing the Illinois Society of Certified Public Accountants and the Public Accountants Association of Illinois, interveners.
