BOARD OF TRUSTEES

[October 26

The Board of Trustees on November 29, 1049 (Minutes, page 945). authorized the payment of $3,112.80 to Snyder, Chadwell, and Fagerburg for services up to that time. The firm has submitted a final bill for $2,25370, making a total of $5,366.50. The Legal Counsel's Office recommends that this payment be authorized and that a special appropriation of $2,253.70 be made for this purpose. I concur. On motion of Mr. Herrick, this payment was authorized and the appropriation of $2,253.70 was made from the General Reserve Fund by the following vote: Aye, Mr. Fornof, Mr. Herrick, Mr. Hickman, Mrs. Holt, Mr. Livingston, Mr. McLaughlin, Mrs. Watkins, Mr. Williamson; no, none; absent, Dr. Meyer, Mr. Nickell, Mr. Stevenson. On motion of Mr. Hickman, the Board voted that in the future members of the Board who are attorneys shall be consulted in advance of employment of special counsel in cases which are likely to involve substantial legal fees.

ASSIGNMENT O F FUNDS BY ATHLETIC ASSOCIATION

(13) The Board of Directors of the Athletic Association has assigned $5,500 from the unappropriated surplus of the Association for the expenses of sending the University Band to Ann Arbor, Michigan, for the Michigan-Illinois game on November 4, 1950. I recommend approval of this appropriation. On motion of Mr. Hickman, the action of the Board of Directors was confirmed.

CHANGES I N UNIVERSITY RETIREMENT SYSTEM

(14) The University has a committee representative of the faculty and nonacademic employees which advises the President on matters relating to the University Retirement System of Illinois and its operations. The committee has recommended the following changes in the law establishing the Retirement System: 1. Reduction of vesting period to ten years. As the Act now stands an employee attains a vested interest in Employer Contributions upon the completion of fifteen years of service, at least ten of which are after September 1, 1941. 2. That provision be made that at the time of retirement, if an individual's contributions are sufficient to provide more than his just share of his Retirement Annuity, the excess be used to provide for the individual Additional Annuity, unmatched from state funds. I have transmitted these recommendations with my endorsement to the Board of Trustees of the University Retirement System. This report was received for record.

CONSTRUCTION OF SIDEWALK ON RACE STREET

(15) The Director of the Physical Plant and the Comptroller recommend the award of a contract for $1,265 to Wascher Concrete and Insulation Company, Champaign, the lowest bidder, for the construction of a sidewalk on the west side of Race Street from Florida Avenue to Bliss Drive. This is needed to serve the occupants of the residences in the Small Homes Council Staff Housing Research Project area. Funds are available in the appropriation for this project. I concur and request that the Comptroller and the Secretary of the Board be authorized to execute this contract. On motion of Mrs. Holt, authority was given, as recommended.

GENERATOR FOR ABBOTT POWER PLANT

(16) The Director of the Physical Plant and the Comptroller recommend the award of a contract for $25,031 to the Buda Company, Harvey, the lowest bidder, for the purchase and installation of a 300 kw. Diesel engine-driven generator in the Abbott Power Plant.
