SUPPLEMENTARY APPROPRIATION FOR DEPARTMENT O F AGRONOMY EQUIPMENT

(10) An appropriation of $20,000 was made to the Department of Agronomy (Minutes, June 22, 1950, page 1181) for the purchase and installation of spectrographic analysis equipment required for research programs. Bids received on this equipment indicate that a total of $25,000 will be needed. The Head of the Department of Agronomy and the Dean of the College of Agriculture request a supplementary assignment of $5,000. The Provost and the Comptroller concur. The Department has an accumulated balance in its income from which one-half of this additional cost can be met. I recommend that an appropriation of $2,500 be made from the General Reserve Fund and $2,500 from unassigned departmental income for this purpose.

APPROPRIATION TO DEPARTMENT OF ANIMAL SCIENCE

(11) The Head of the Department of Animal Science and the Dean of the College of Agriculture request an assignment of $5,250 from accumulated agricultural income, reserved for agricultural purposes, to pave with concrete a portion of the area west of the swine barn to increase efficiency in experimental work and to provide additional facilities for graduate students doing research work on swine problems. I concur.

PAYMENT OF LEGAL SERVICES IN T H E CASE OF IDA B. BLACKBURN, ET A L . , VS. THE BOARD O F TRUSTEES

(12) The Board of Trustees authorized the employment of the firm of Snyder, Chadwell, and Fagerburg as special counsel in the case of Ida B. Blackburn et al. vs. the Board of Trustees, this being a mandamus action challenging the right of the University to discontinue the function of providing elementary school instruction for children patients in the Research and Educational Hospitals. As reported to the Board on September 29, 1950 (Minutes, page 374), the Circuit Court dismissed the complaint, thereby ruling in favor of the University. The plaintiffs have decided not to appeal the decision, so that the case is closed.
