This is the first step in an installation which will include additional switchboard and switchgear to provide an independent power source. To place a generator station in service, an independent power source is necessary to start essential plant auxiliary motors. At present this source is supplied by the Illinois Power Company, but on several occasions this service, supplied through an overhead transmission line, has failed. The installation of a small generator to provide this independent power source was considered when the Power Plant was designed but was eliminated to reduce the construction cost. This installation would also provide means of supplying steam to the campus in the event of future failure of the installed plant switchboards or the stand-by service of the Illinois Power Company. The total cost of this project is estimated at $79,800. Funds are available in the state appropriation for "Additions to Power and Heating Plant and remodeling of existing buildings." I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute this contract, subject to the release of funds by the Governor.

On motion of Mr. McLaughlin, authority was given, as recommended.

CONTRACT FOR CONSTRUCTION OF CONCRETE FLOOR SLABS

(17) The Acting Director of the Small Homes Council and the Comptroller recommend the award of a contract for $4,390 to Oran L. Shoemaker and Company, Champaign, the lowest bidder, for construction of four experimental concrete floor slabs on the Home Research Center site at Oak and Armory Streets, Champaign. This construction is part of a research project financed by Levitt and Sons, Inc., New York City, to determine the effect of frost action on various types of foundations supporting concrete floor slabs laid directly on the ground. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute this contract.

On motion of Mrs. Watkins, authority was given, as recommended.

CONTRACT FOR FOOD SERVICE EQUIPMENT IN THE ILLINI U N I O N BUILDING

(18) The Director of the Physical Plant and the Comptroller recommend award of a contract for $3,685 to Swain and Myers, Inc., Decatur, the lowest bidder, for the installation of equipment in the cafeteria in the Illini Union Building to improve the service. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute this contract.

On motion of Mrs. Holt, authority was given, as recommended.

CONTRACT FOR ENGINEERING SERVICES IN UTILITIES DISTRIBUTION SYSTEMS

(19) The utility extension program at Urbana includes construction of a storm sewer along the road north of the Floriculture and Vegetable Greenhouses from a manhole about 75 feet west of the Forestry to a point immediately south of Mumford Hall. Ultimately this sewer will be extended as far west as the Architecture Building. The Director of the Physical Plant and the Comptroller recommend the employment of Wilson and Anderson, Champaign, for the engineering services on this project at a fee of 7 per cent of the construction costs for preparation of drawings and specifications and for supervision. In the event it appears desirable to provide an engineer for continuous inspection and supervision, such services will be provided on the basis of net wages plus 15 per cent for overhead. The total estimated fee is $3,300. Funds are available in the state appropriation for "Construction of extensions to the Utility Distribution Systems." I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute this contract.
