sity, on West Taylor Street in Chicago to provide additional office space in the Physical Plant Department and the architectural office and to provide a location for the paint shop that has to be moved due to the construction of the hospital addition. Release No. 39 " F o r Permanent Improvements at Urbana-Champaign — Construction of extensions to the Utility Distribution Systems" $41 000 This is a partial release from an appropriation of $375,000. T h e Governor has previously released (Releases Nos. 12 and 37) $150,000 from this appropriation for architectural and engineering services in connection with this project, modernization of transformer vaults at Davenport Hall and Natural History Building, equipment and miscellaneous work incidental to construction of the Animal Sciences Laboratory and the Veterinary Medicine Building, and supplemental labor. The funds now released are for the construction of concrete duct runs as part of the extension of the utility distribution system. Release No. 40 " F o r Equipment for Buildings at Urbana-Champaign and Chicago" $22 250 This is a partial release from an appropriation of $680,000. The Governor has previously released (Releases Nos. 2 and 18) $112,353-65 from this appropriation. T h e funds now released are for the purchase of a Tiselius electrophoresis apparatus for the College of Medicine and dental chairs for the College of Dentistry. I recommend that these funds be appropriated by the Board for the purposes indicated.

On motion of Mr. McLaughlin, these funds were appropriated, as recommended, by the following vote: Aye, Mr. Fornof, Mr. Herrick, Mr. Hickman, Mrs. Holt, Mr. Livingston, Mr. McLaughlin, Dr. Meyer, Mrs. Watkins, Mr. Williamson; no, none; absent, Mr. Nickell, Mr. Stevenson.

ADDITIONAL M E N ' S RESIDENCE HALL UNIT (9) It is recommended as the initial step in the expansion of permanent housing facilities for undergraduate men to construct a residence for 240 students immediately south of the present Men's Residence Hall. T h e structure proposed would provide barracks-type housing, which could be made available to students at a cost less than is required in the conventional type of residence halls, and it would not include food service facilities. A preliminary estimate of the cost of such a building is $558,000. It can be financed in part by a bond issue but will require an appropriation of $108,000. T o complete the studies of this project, the Director of the Physical Plant and the Comptroller recommend award of a contract to Skidmore, Owings, and Merrill, architects, Chicago, for architectural services at a fee of 6 per cent of the cost of the construction work for which they prepare the plans and specifications, plus the travel and living expenses of a resident superintendent while on the job. I concur in this general program and recommend further that: 1. T h e proposed project be approved in principle subject to final approval after plans have been completed and bids taken. 2. T h e Comptroller and the Secretary of the Board be authorized to execute this contract with Skidmore, Owings, and Merrill on the basis of 6 per cent of the construction cost for complete architectural services, the full amount to be payable only if the project goes to completion. 3. A n appropriation of $27,000 be made from the General Reserve Fund for the cost of this architectural contract to the point of taking bids; this appropriation will provide for payment of 75 per cent of • the total architects' fee and such costs as will be incurred by the Physical Plant Department.
