SPECIAL APPROPRIATIONS FOR NONRECURRING EXPENDITURES (7) The Committee on Nonrecurring Appropriations recommends assignments of funds for the following purposes: Urbana-Champaign 1. Furniture and equipment, Institute of Government and Public Affairs $ 3 377 ; . • • •: 2. Purchase and installation of equipment, Department of Bacteriology 23 350 Total from State Appropriations for Buildings, Equipment, and Other Capital Improvements (34 650) Grand Total $223 387 It is recommended that assignments for Items 1 to 5, inclusive, be made from the General Reserve Fund and that the others be made from state appropriations for buildings, equipment, and other capital improvements, subject to the release of funds by the Governor. I concur. These proposed improvements have been carefully studied by the Committee on Nonrecurring Appropriations. Reports of the Committee, giving details on each item, are submitted herewith. RELEASE OF FUNDS FOR BUILDINGS A N D OTHER CAPITAL IMPROVEMENTS (8) The Governor has approved the following releases of funds from appropriations made to the University of Illinois for 1049-1951 for buildings and other capital improvements. Release No. 38 " F o r Permanent Improvements at Chicago — Construction of utility distribution system and remodeling of existing buildings" $22 400 This is a partial release from an appropriation of $190,000. T h e Governor has previously released (Releases Nos. 10, 26, 28, and 35) $87,792 from this appropriation and also (Release No. 21) $97,790 from the appropriation of $550,000 for "Contingencies'* for the remodeling of quarters for the Department of Biological Chemistry in the Dentistry, Medicine, and Pharmacy Building in Chicago and the extension of the electrical distribution system.
