On motion of M r s . Watkins, these recommendations w e r e approved, and an appropriation of $27,000 was made from the General Reserve F u n d for architectural services, by the following vote: Aye, Mr. Fornof, M r . CONTRACTS FOR MINOR ALTERATIONS (10) During the period July 1, 1046, to June 30, 1049, the Board of Trustees approved on a year-to-year basis a procedure on cost-plus contracts for minor alterations and remodeling in the Urbana-Champaign Division. T h e w o r k under the contracts was initiated on individual order by the Physical Plant Department, approved by the Comptroller within Board appropriations for jobs which were so small or of such a character as to make competitive bidding impractical, and not exceeding $5,000. T h e procedure was discontinued beginning July I, 1949, because it was anticipated that the majority of the small jobs could be done by University labor. It has been found that this can not be done without serious work omissions elsewhere, and the Director of the Physical Plant and the Comptroller recommend the return to the above procedure for the year 1950-1951. T h e handling of such remodeling on cost-plus contracts has the advantage of permitting immediate initiation of work after the Board has approved the appropriations and eliminates the need for more involved drawings and specifications required in connection with fixed small bids. T h e Director of the Physical Plant recommends the award of the following cost-plus contracts based on competitive bids (schedule attached) for the year 1950-1951 with no orders being placed under these contracts after June 30, 1951, and all alterations for specific projects to be handled in accordance with the above procedure: General work — E. N. DeAtley Company, Champaign, and Clarence Siems Company, Urbana Plumbing and heating work — Reliable Plumbing and Heating Company, Champaign, and E. M. Hays Plumbing and Heating Company, Champaign Electrical work — Anderson Electric Company, Danville, and Square Deal Electric Company, Urbana Ventilating w o r k — S c h r o e d e r s ' Ventilating Company, Champaign I concur in this recommendation and request that the Comptroller and the Secretary of the Board be authorized to execute these contracts and that the Comptroller report regularly to the Board all projects initiated under these contracts. CONTRACT FOR EXTENSION OF HIGH-PRESSURE GAS SERVICE (11) The Director of the Physical Plant and the Comptroller recommend authorization of a contract with the Illinois P o w e r Company for the extension of a six-inch high-pressure gas main from the Company's pipe line at the corner of F o u r t h and Healey Streets, Champaign, to a reducing station (new valve, regulator, and meter enclosure) to be constructed on the campus near the T r a n s portation Building. T h e estimated total cost of this project is $15,000, of which an estimated $10,500 will be for the extension of the high-pressure gas main. Under regulations of the Illinois Commerce Commission, the extension of the gas main must be done by the Illinois Power Company. T h e Company has an agreement with labor unions to deal with one contractor, E. K. McDonald of Decatur, Illinois. T h e Company can not contract for this work on a firm price but proposes to do it under the following conditions: 1. Reimbursement to the contractor for contract labor plus 25 per cent on said labor to include all contractor's overhead expense and profit.
