ADDITIONS TO ELECTRICAL DISTRIBUTION SYSTEM AT CHICAGO PROFESSIONAL COLLEGES

(9) Extension of the electrical distribution system at the Chicago Professional Colleges will be necessary to service the new hospital additions now under construction and other buildings, such as student residence halls and the new Pharmacy Building, to be constructed in the future. The state appropriations made to the University for the biennium, 1949-1951, for permanent improvements at Chicago include $200,000 for "Construction of Utility Distribution System and Remodeling of Existing Buildings." The Director of the Physical Plant has studied this problem in consultation with Sargent and Lundy, Consulting Engineers, Chicago, and the Commonwealth Edison Company. A report of this study is submitted herewith.1 It suggests three alternates based on various methods of distribution of capital cost and of billing. The most advantageous plan, known as "multiple service and combined billing," will require the lowest immediate capital expenditure, $31,700, and a total ultimate capital expenditure, allowing for future developments, of $249,800. It would result in an immediate saving in operating costs of $17,900 and an ultimate saving of $80,682. The added capital outlay is amortized in approximately three years. The Director of the Physical Plant and the Comptroller recommend this plan of purchasing additional electrical service be authorized and that an appropriation of $31,705 be made for "excess facility charges" to be payable to the Commonwealth Edison Company of Chicago from the state appropriation for "Construction of Utility Distribution System and Remodeling of Existing Buildings," subject to the release of funds by the Governor. I concur.

On motion of Mr. Fornof this plan was authorized, and an appropriation of $31,705 was made from the state appropriation for "Construction of Utility Distribution System and Remodeling of Existing Buildings" by the following vote: Aye, Mr. Fornof, Mr. Herrick, Mr. Hickman, Mrs. Holt, Mr. Livingston, Dr. Meyer, Mrs. Watkins, Mr. Williamson; no, none; absent, Mr. McLaughlin, Mr. Nickell, Mr. Stevenson.

CONTRACT FOR REMODELING IN ILLINI U N I O N B U I L D I N G

(10) The Director of the Physical Plant and the Comptroller recommend award of a contract for $5,985 to C. A. Petry and Sons, Champaign, the lowest bidder, for the construction and installation of window and door closing partitions at the fourth floor level of the two public stairs in the Illini Union Building. This improvement will aid in the ventilation of the fourth floor guest rooms and will contribute to the comfort of guests by the elimination of building noises and control of traffic in this area. Funds are available in surplus resulting from Illini Union Building operations. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute this contract.

On motion of Mr. Herrick, authority was given as recommended.

CONTRACT FOR REMODELING OF HEATING SYSTEM IN DAVID KINLEY HALL

(11) The Director of the Physical Plant and the Comptroller recommend the award of a contract for $6,100 to Gallaher and Speck, Inc., Chicago, the lowest bidder, for remodeling of the heating system in David Kinley Hall. The present heat exchangers are worn out and must be replaced. This improvement will also increase the capacity of the exchangers and will provide better heating in the building. Funds are available in the Physical Plant Department budget for this improvement.
