In the case of the electrical work, it will be seen from the schedule of bids that the bidding was so close, with variations up and down between the contractors, that to determine t h e effective lowest bid all bids were evaluated in terms of past experience by applying them to the same proportions of material, labor, subcontracting, and merchandising overhead charges previously paid under this type of contract. This analysis shows that the following summation of the percentages is to be expected: Potter Electric Service. 26.35 per cent Bland-Midwest Electric 26.51 per cent Square Deal Electric 28.30 per cent I recommend that these contracts be awarded in accordance with the terms and conditions stated, the Comptroller to report to the Board periodically on all contracts initiated.

On motion of Mr. Fornof, these contracts were authorized.

CHANGE IN CONTRACT WITH WADEFORD ELECTRIC COMPANY FOR ELECTRICAL WORK O N ADDITION TO RESEARCH A N D EDUCATIONAL HOSPITALS (22) T h e Director of the Physical Plant and the Comptroller recommend the following changes in the contract with the Wadeford Electric Company, Chicago, for electrical work in the construction of the addition to the Research and Educational Hospitals: Changes in electrical control equipment, an increase of $3 322 30 This change is necessary because the contractor was unable to submit for approval at the time the contract was executed the details of the mechanical equipment to be used in this installation due to the shortage of critical materials. When equipment became available and was submitted for approval, it was found necessary to revise the electrical interlocking of the control centers. Alterations in electrical installations for X-ray equipment, an increase of. 3 263 70 At the time base bid drawings were prepared, it was not known which make of X-ray equipment would be used as bids had not yet been taken on such equipment. It was anticipated that some alterations in the base bid drawings and specifications would be necessary to provide for the X-ray equipment finally purchased. Total $6 586 00 Funds are available in the state appropriation for the construction of this building and have been released by the Governor. I concur and recommend that the Comptroller be authorized to execute these changes in the contract.

On motion of Mr. Johnston, this increase in the contract was authorized.

PURCHASES (23) The Director of Purchases has proposed and the Comptroller recommends the following purchases. Unless otherwise specified, the purchase in each case is recommended on the basis of lowest bid. I concur.
