On motion of Mr. Johnston, this contract was authorized; Mrs. Holt voted "No."

CONTRACT FOR C O N S T R U C T I O N O F SMALL HOMES C O U N C I L FIELD TRIAL LABORATORY (20) Housing research at the University indicates the value of certain new techniques and design details. To obtain a final evaluation of these research results, the Small Homes Council proposes a field trial by building a structure the size and shape of a family dwelling but erected as a shell. In this building the following trials and tests will be made: floating slab foundation, closet wall and storage assemblies, low-cost storm windows, long-span roof construction, modular wall construction, and observation of condensation on concrete floors during summer months. T h e Director of the Small Homes Council and the Comptroller recommend award of a contract for $11,600 to Leroy V. James, Urbana, the lowest bidder, for the construction of this building. Funds accumulated from the sale of Small Homes Council bulletins are available for this contract. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute this contract.

On motion of Mrs. Watkins, this contract was authorized.

CONTRACTS FOR MINOR ALTERATIONS (21) T h e Board of Trustees has been awarding contracts from year to year for minor alterations and remodeling at Urbana-Champaign on a cost-plus basis. The present contracts will expire June 30, 1952. W o r k under such contracts is initiated upon orders of the Physical Plant Department which are subject to approval by the Comptroller and to availability of funds. Contractors are employed on jobs which are so small, not exceeding $5,000 for any one authorization, or are of such character that it is not feasible to take competitive bids. This procedure has the advantage of permitting immediate starting of work after the Board of Trustees has approved the expenditure of funds, and it eliminates the expense of preparing drawings and specifications which would be required in securing bids.
