the documents in the file and they find thereon that the charges have been established, and accordingly, recommend that the Board of Trustees ratify the extended suspension from July 28, 1947, and that Mr. Ronald C. Elliott be discharged from the service of the University of Illinois as of the date of his original suspension. On motion of M r . McLaughlin, these recommendations were approved and adopted.

RIGHT OF WAY ON NAVY PIER T h e Legal Counsel presented the following resolution and recomm e n d e d its a d o p t i o n . Whereas, there is included in the lease of space on the Navy Pier from the City of Chicago to the Board of Trustees of the University of Illinois, the area designated as Bay No. 115, which area is now occupied by the University as a boiler room, and Whereas, the City of Chicago desires to lease to the Detroit and Cleveland Navigation Company for dock and berthing space on the south side of Navy Pier opposite Bay No. 115 with use of passage and gangway through said Bay No. 115 from dock to the center line of the pier, and Whereas, permission of the University is necessary to make possible the execution of this lease from the City of Chicago to the Detroit and Cleveland Navigation Company, and Whereas, the use of such passageway from the south side of the Navy Pier opposite Bay No. 115 by the Navigation Company, its employees, agents, and patrons may increase the risk of accidental injury and death to persons and the risk of damage and loss of property; Therefore be it resolved by the Board of Trustees of the University of Illinois that its duly authorized officers are hereby authorized to consent to the use of this passageway through Bay No. 115 in accordance with the terms of the lease between the City of Chicago as Lessor and the Detroit and Cleveland Navigation Company, on the condition that the Detroit and Cleveland Navigation Company shall execute releases satisfactory to the University from liability on the part of the University of Illinois, its officers, staff, agents, and students and shall furnish evidence of such indemnification satisfactory to the Comptroller of the University against such liabilities and risks as such officers deem it expedient in the interest of the University should be covered. MEMORIAL TO JAMES W . ARMSTRONG

Mr. McKelvey presented the following:

T h e Board of Trustees of the University of Illinois records with profound sorrow the death on May 30, 1947, of Mr. James W. Armstrong, a former member of this Board. Mr. Armstrong was an alumnus of the University of Illinois, Class of 1893. Throughout his lifetime he was devoted to his Alma Mater. To him Illinois Loyalty meant service to the University. H e served as a member of the Board of Trustees of the University of Illinois two full terms from 1923 to 1935. There were many other services he performed throughout his lifetime which are not of public record but which were significant contributions to the welfare of his University. Be it resolved by the Board of Trustees of the University of Illinois that this memorial be published in its records and a copy be sent by the Secretary to Mr. Armstrong's family, with an expression of the Board's sympathy in the great loss they have suffered.
