INTERNAL OPERATING BUDGET FOR 1 9 4 7 - 1 9 4 8 (1) I present the University's internal operating budget for all divisions and funds for the fiscal year beginning July 1, 1947, and for academic and administrative appointments beginning September I, 1947. This budget has been prepared by the Provost and the Comptroller in accordance with policies approved by the President and in conference with deans, directors, and other administrative officers. I recommend that: (1) This budget, covering the allocation of the University's operating income from all sources for the year beginning July 1, 1047, be approved (see Appendix, page 522). (2) The President of the University be authorized to ( a ) make such changes and adjustments as are needed, (b) make such additional appointments as are necessary, subject to the provisions of the University Statutes, and (c) accept resignations as are offered, all in accordance with the needs of the University and the equitable interests involved, and within the total income. APPROPRIATIONS FOR EQUIPMENT 1947-1948 (2) The biennial budget for 1947-1949 includes provisions for equipment and other nonrecurring items for the purpose of "catching up" on replacements and additions which were impossible during the war period. Many departments submitted items of that kind with their regular internal budget requests for 19471948. In some instances these equipment items in the regular budget requests were reduced with the intention of providing nonrecurring appropriations. All such requests have been reviewed in detail by the Provost and the Comptroller in conjunction with the review of the regular internal budget. They submit the following summary of recommendations for nonrecurring appropriations in the total amount of $100,465.
