COMMITMENTS AGAINST ANTICIPATED APPROPRIATIONS (24) At its meeting on June 15 the Board of Trustees authorized the inclusion in appointments to staff, orders, and other contracts involving funds appropriated in the 1946-1947 budget the following statement: "You are advised that the University anticipates additional appropriations from the General Assembly in order to meet this appointment (order) and its payment may be contingent on such additional appropriation." I recommend that this authorization be rescinded and that no such qualifying provisions be incorporated in University contracts.

On motion of Mr. Davis, the authorization to use the above reference to the anticipated appropriation was rescinded, and the use of the following was approved, to indicate that the members and officers of the Board were not individually liable for payment.

"The officers and members of the Board of Trustees of the University of Illinois are in no event to be personally liable for payments under this contract." APPOINTMENTS OF ASSOCIATE DEANS IN DIVISION OF UNDERGRADUATE STUDIES IN CHICAGO (25) Pursuant to authorization given the President of the University by the Board of Trustees (Minutes, May 29, 1946, page 1121) to employ the necessary personnel for the operation of a branch of the University in Chicago, the following major appointments have been made in the Division of Undergraduate Studies in Chicago: R. P. HOELSCHEE, now Professor of General Engineering Drawing, to the position of Associate Dean of Engineering Sciences and Professor of General Engineering Drawing, from July 1, 1946, through August 31, 1947, at an annual salary of $8,250. R. P. HACKETT, now Assistant Dean of the College of Commerce and Business Administration and Associate Professor of Accountancy, to the position of Associate Dean of Commerce and Business Administration and Associate P r o fessor of Accountancy, from July 1, 1046, through August 31, 1947, at an annual salary of $7,500.

An appointment will be made in the near future to the position of Associate Dean of Liberal Arts and Sciences. On motion of Mr. Davis, these appointments were made as recommended.

FEES FOR INSTITUTE OF AERONAUTICS FLIGHT TRAINING PROGRAM (26) On May 29, 1946 (Minutes, page 1100), the Board approved fees for Institute of Aeronautics flight training courses on the basis of $6.00 an hour for solo flight instruction and $9.00 an hour for dual flight instruction. These basic rates led to variations in the total course fee for courses then approved from $222 a term to $345 a term.
