T h e Committee on Fees and Scholarships has now reviewed the entire program of instruction with Dr. Leslie A. Bryan, Director of the Institute of Aeronautics, and has studied a breakdown of the actual costs of instruction and operation for the courses offered by the Institute of Aeronautics. T h e Committee on Fees and Scholarships recommends that the previous action of the Board be modified by establishing a materials and supply fee of $250 a term for each of the following courses, namely, Institute of Aeronautics !» 2 , 3, 4, 5, and 6. T h e Committee further recommends that authorization be granted to establish the same fee for any further courses in flight instruction which are comparable with the courses already being given. All students registered in these courses also pay the usual tuition charges unless by reason of a scholarship they are exempted. It is recommended that these changes in the program become effective beginning with the first semester of 1946-1947. I concur in the recommendations.

The Provost presented this matter. On motion of Mr. Williamson, these fees were authorized.

REAPPOINTMENT OF PROFESSOR H. T. SCOVILL AS ACTING DEAN OF T H E COLLEGE OF COMMERCE AND BUSINESS ADMINISTRATION (27) I recommend that Professor H . T. Scovill be reappointed as Acting Dean of the College of Commerce and Business Administration beginning September 1, 1946, and continuing until further notice under the same conditions as heretofore, namely, at a salary rate of $1,000 a year for his services as Acting Dean in addition to his salary of $7,750 for his services as Professor of Accountancy and Head of the Department of Business Organization and Operation.

On motion of Mr. Davis, this appointment was authorized as recommended.

GIFT OF ROBERT ALLERTON (28) A report of the progress of discussion with Mr. Robert Allcrton on the terms of his gift of land for the Robert Allerton P a r k and for the maintenance thereof. It seems most desirable to preserve and make use of the house, and it is hoped that the income from the land will be sufficient to maintain both park and house.

On motion of Mr. Williamson, the President of the University was authorized to have further conversations with Mr. Allerton and to report the result to the Board.

PROPOSED BRANCH AT GALESBURG (29) T h e Provost, the Comptroller, and other officers have inspected the Mayo General Hospital at Galesburg, which is about to be released by the Army, and have found that the buildings are easily convertible for use in the housing and instruction of about 2000 students. There is no equipment suitable for use in instruction. The authorities of Galesburg, and of Knox College, are agreeable to the establishment of a branch of the University at the Mayo Hospital. We have reasonable assurance that the University could get the plant under a temporary lease, I feel that we should have more information before making a recommendation.

The Provost presented this matter. On motion of Mr. McLaughlin, the President of the University was authorized to explore this project and to develop it as far as possible within the resources available.

RESPONSIBILITY OF THE UNIVERSITY FOR HOUSING RACIAL MINORITIES (30) A report on conferences which have taken place between University officials and representatives of various organizations relating to student housing policies and practices in Champaign-Urbana. Since these conferences began
