Formal requests and specifications were submitted to a number of sources and advertisements published in Chicago papers. N o bids were received on University specifications. Bids were then sought on any basis on which vendors would bid, and quotations were secured from four sources. T h e purchases were authorized on the basis of low bids, quality of coal being considered. While the delivered costs of coal from the two sources are not the same, there is practically no difference when they a r e computed on the basis of the number of B.T.U. for one cent.
