FEDERAL EMERGENCY FARM LABOR BUDGET

(35) Federal funds again have been made available for the Emergency Farm Labor Program for the calendar year 1945 to be expended through the University Division of Agricultural Extension. The maximum amount which will be available for the year is $337,619 (which includes approximately $30,000 unexpended and carried forward from the year 1944), and the following budget is submitted covering estimated expenditures from January 1 to December 31, 1045: Salaries (including Supervisors, Assistant Supervisors, and clerical help in the central office; appointments to be approved by the President) $234 539 Wages (assistants and clerical help for County Farm Advisers and miscellaneous services) 20 380 Travel 27 700 Housing and transportation of workers 28 100 ' Other expense 26 900 Total $337 619 The foregoing budget has been submitted by Dean and Director H. P. Rusk and has been reviewed by the Comptroller. I recommend its approval subject to adjustment within the total. O n motion of Mr. K a r r a k e r , this budget was approved as recommended, by the following vote: Aye, Mr. Fornof, Mr. K a r r a k e r , M r . Livingston, M r . McKelvey, D r . Meyer, M r . Nickell; no, none; absent, Mr. Davis, Mr. Green, M r s . Grigsby, Mr. Jensen, D r . Luken.

LEASE OF CONFECTIONERY IN ARCADE BUILDING

(36) The lease of the confectionery in the Arcade Building with Hanley-Lewis Confectionery Company expired on August 31, 1944. A new lease has been negotiated with John Katsinas of Champaign, for a period of six years and eight months from November 1, 1944, at a rental of $350 a month, the same as for the previous lease. The University furnishes heat and hot water and keeps the exterior of the building in repair. The lessee is responsible for interior maintenance and for the installation of all equipment. The University agrees to remodel the basement and dish-washing area as soon as materials can be obtained and, if this remodeling is completed within the period of the lease, it is mutually agreed that the financial terms of the lease shall be subject to reconsideration. The terms of the lease are approved by Director C. S. Havens and Bursar C. A. Webber who have carried on the negotiations. The Comptroller recommends approval and requests authorization for himself and the Secretary of the Board to execute a lease in accordance with these conditions. I concur and request approval. T h e Comptroller presented this matter. O n motion of M r . McKelvey, this lease was approved and authority to execute was granted as recommended.

COMPENSATION AND WORKING CONDITIONS OF NONACADEMIC EMPLOYEES

(37) The University Council has approved in principle a tentative draft of a proposed policy relating to compensation and working conditions of nonacademic employees, prepared by the faculty committee on Civil Service, of which Professor R. N. Sullivan is Chairman. This draft has been submitted to the Board committee on Civil Service and Employees. Certain proposals in this policy depart from previous actions and policies of the Board, and before we indicate to employee groups that the University stands ready to make these changes, the Board should approve them in principle. T h e Comptroller presented this m a t t e r and summarized the proposed policy, a n d Professor Sullivan commented thereon. T h e Board approved the proposed policy in principle, subject to the formulation and presentation of definite amendments to the present regulations.
