E L E C T I O N O F R E P R E S E N T A T I V E S F O R COLLECTIVE BARGAINING (38) A recommendation that the Board authorize the chairman of the University Civil Service Committee to ask the State Department of Labor to hold an election to determine the collective bargaining representative for the janitors and janitresses on the Chicago campus. T h i s authority is to be granted on the assumption that the unions involved will agree t o the State Department of Labor as the agency to conduct the elections. If there is agreement between the unions and the University representatives on the unit for this election, the Department of Labor will be asked to proceed in accordance with that agreement. If no such agreement is reached, the State Department of Labor will be authorized to determine the appropriate unit for collective bargaining for this group.

President Livingston reported on a threatened strike of janitors in the Chicago departments. Professor Sullivan recommended that the first step to be taken should be the determination of the bargaining agency, and that the matter should not be discussed with employees until they have selected their bargaining agencies. After discussion, and on motion of Mr. Karraker, the chairman of the Committee on Civil Service was authorized to proceed as recommended above.
