and David Kinley. The Board of Trustees on January 23, 1943, adopted a report from its Committee on General Policy which includes a recommendation that "recognition of former Presidents shall be in the form of naming campus areas." The University of Illinois Statutes include a provision on "Naming of Streets and Drives" that "campus drives and thoroughfares shall be named after expresidents of the University." The following suggestions have previously been offered but I am not sure to what extent they have been considered: 1. That the University Library be named for President James and that the Commerce Building be named for President Kinley. 2. That the area bounded by the Illini Union Building on the north and the Auditorium on the south be named "The James Quadrangle" and that the area south of the Auditorium be named "The Kinley Quadrangle." While this Would be appropriate, it would be difficult to secure sufficient general usage of these names to make the memorials of significance. It should be noted that the first suggestion is not in accordance with the policy established by the Board of Trustees, so that previous actions of the Board would have to be reconsidered if that suggestion is followed.

This matter was referred to the Committee on General Policy for study and recommendation.

APPROPRIATION FOR PUBLIC FUNCTIONS

(30) A request that an appropriation of $3,500 be made from the General Reserve Fund for public functions to supplement the provision for this purpose in the budget for 1944-1945, for the current year only. On motion of M r . Fornof, this appropriation was made as recommended, by the following vote: Aye, M r . Fornof, M r s . Grigsby, M r . K a r r a k e r , M r . Livingston, M r . McKelvey, Dr. Meyer, M r . Nickell; no, none; absent, M r . Davis, M r . Green, Mr. Jensen, D r . Luken.

COMMUNICATIONS FROM DIRECTORS S. C. STALEY A N D DOUGLAS R. MILLS

(31) At the Board meeting on November 30, 1044, there was a discussion of the resignation of Mr. Victor Heyliger as Director of Student Personnel for the Athletic Association and reference was made to his relations with the Department of Intercollegiate Athletics and the School of Physical Education. I requested Mr. Douglas R. Mills, Director of Athletics, for a statement of the reasons for Mr. Heyliger's resignation and present his letter herewith. I also present a letter from Director S. C. Staley of the School of Physical Education reviewing Mr. Heyliger's previous services as a member of the staff of the Department of Physical Education for Men. Copies of these letters are being given to the Secretary of the Board for record. This report was received for record.

CASE OF DR. IVAN WRIGHT

(32) At the meeting of the Board on November 30, 1944, one of the members read from a letter he had received from Dr. Ivan Wright, formerly Professor of Economics at the University of Illinois, in which Doctor Wright raised questions concerning the payment of his salary covering the time he was on leave of absence without pay and his equities in the University Retirement System which was in operation at that time. I submit a report covering the questions raised, and a copy of this report is hereby given to the Secretary of the Board for record.

CASE OF DOUGLAS A. PHILLIPS VERSUS UNIVERSITY OF ILLINOIS ATHLETIC ASSOCIATION

(33) Douglas A. Phillips while a student at the University of Illinois was injured on May 20, 1939, when participating in a water carnival which was part of the Interscholastic Circus sponsored by the Athletic Association. His injury
