justify the claim of expenses relating to it. It is the judgment of the Committee that the University is not responsible for any neglect of duty in the handling of Miss Duncan's injury. The way, of course, is open for her and her father to submit their case to the State Court of Claims. A more complete report on this case was sent to each member of the Board of Trustees in advance of this meeting and a copy is herewith given to the Secretary of the Board.

On review of this matter, and after discussion, on motion of Mr. Karraker, the Board voted that it saw no reason to take action.

DIRECTOR O F NONACADEMIC PERSONNEL

(26) On July 18, 1944 (Minutes, pages 16-17), the Board approved the establishment of an office of nonacademic personnel and appropriated additional funds for securing a new head for such an office to be added to budgets already included in the Business Office. After several months careful inquiry and consideration of a large number of applications and recommendations, I now recommend the appointment of Donald E. Dickason as Director of Nonacademic Personnel at an annual salary of $6,500 beginning on February 15, 1945, or as soon thereafter as he can report for duty. In accordance with practice concerning administrative appointments, this appointment will be for the remainder of the current academic year or until August 31, 1945. Duties and responsibilities of this new position, as now conceived, are set forth in an accompanying memorandum. The budget of the office is made up as follows:

APPOINTMENT OF BALDWIN M. W O O D S AS C O N S U L T A N T ON AERONAUTICS

(27) Dr. Baldwin M. Woods, Professor of Mechanical Engineering at the University of California, was appointed Consultant on Aeronautics and Chairman of the Advisory Board on Aeronautics for the period January 1 through December 31, 1944, and has been paid an honorarium of $2,000 plus a traveling allowance of $500 for this service. I recommend an extension of his appointment as Consultant on Aeronautics, under the same terms, for the calendar year beginning January 1, 1945. O n motion of M r s . Grigsby, this appointment was made as recommended.

GIFT TO T H E UNIVERSITY

(28) A report of gifts and grants of funds received by the University is being presented at this meeting. One item not included in the list is a gift of $20,000 from Dr. Arthur E. Hertzler, Halsted, Kansas, for the development of Visual Aids in the Medical Sciences. Last year he gave the University $14,000 for the same purpose. The donor has asked that no publicity be given to this gift.

On motion of Dr. Meyer, this gift was accepted with thanks.

MEMORIALS TO FORMER PRESIDENTS

(29) I recommend that consideration be given by the Board of Trustees to memorials for former Presidents. There are memorials on the campus to former Presidents Gregory, Peabody, and Burrill (Gregory Hall and Gregory Drive, Peabody Drive, and Burrill Avenue). There are no memorials to Presidents Andrew S. Draper,1 Edmund J. James,

Draper Drive was discontinued when the Illini Union Building was erected.
