APPOINTMENT OF DIRECTOR OF ATHLETICS

Mr. Davis, for the Committee on Athletics, presented the following report:

At the first meeting of the present Board of Directors of the Athletic Association, held on July 25, 1941, the President of the Board appointed a committee to prepare a list of candidates who should be considered for the position of Director of Athletics at the University of Illinois. T h e Secretary of the Board of Directors has informed me that "This committee made a thorough canvass of qualified persons from coast to coast, and brought its report to the Board on November 8, 1941. After extended discussion, the following resolution was offered by Professor Browne, seconded by Mr. McKelvey, and passed unanimously. "In the opinion of the Board of Directors of the Athletic Association, it is important to the operation of a sustained program for the improvement of intercollegiate athletics at the University of Illinois that a Director of Intercollegiate Athletics be appointed at this time. Therefore, be it resolved that this Board recommend to the President of the University, for transmission to the Board of Trustees, the appointment of Douglas R. Mills as Director of Intercollegiate Athletics, beginning September I, 1942, at an annual salary of $7,500. Of this amount, $6,000 is to come from the funds of the Athletic Association, and $1,500 from the University. "The Board further expressed its opinion that Mr. Mills should be asked to continue for the present as head basketball coach, but that he should give up football coaching."

President Willard concurred in this recommendation; and recommended further that Mr. Mills be appointed Assistant Professor of Physical Education for one year beginning September 1, 1942. Mr. Davis moved the adoption of this report. Mr. Livingston moved to amend by making the increased salary effective December 1, 1941. The amendment did not prevail. On vote, Mr. Davis's motion was unanimously adopted.

MATTERS PRESENTED BY PRESIDENT W I L L A R D

T h e Board considered the following matters presented by the President of the University.

IMPROVEMENTS IN ARCADE BUILDING (1) T h e State appropriation for 1941-1943 includes an item of $125,000 for remodeling certain buildings, 1 and $90,000 for rewiring old buildings. T h e Board, on July 15, assigned all capital funds appropriated by the General Assembly for the purpose indicated in each case. On the recommendation of the Director of the Physical Plant Department, I have authorized the following assignments from these funds: F o r remodeling and improving the Arcade Building to provide quarters on the second floor for the Visual Aids Service (formerly temporarily housed in a residence building owned by the University at 1206 West Springfield Avenue, U r b a n a ) of the Division of University Extension, $5,500. T h e additional space required by the Visual Aids Service was not available in its former location, nor was there any other space on the campus suitable for it. T h e office of the Division of University Extension has been moved from the Administration Building to Ulini Hall and it was, therefore, highly desirable to have its Visual Aids Service in the adjoining building. T h e property at 1206 West Springfield Avenue is in need of major repairs which are not justified since it is not intended to make permanent use of this building.
