ever, have been provided in the appropriation of the University of Illinois for the biennium of 1941-1943. Since at least 60 per cent of the individuals who will come under the new law are employees of the University, it is logical that the offices of the Retirement System be at Urbana. It will also be more economical for the Retirement System to make use of certain officers of the University of Illinois who are familiar with the plan and who have had experience in dealing with the sort of business which will have to be transacted, than to engage other individuals on full time for such service. T h e Retirement Board recommends the following budget.

On motion of Mr. Karraker, these recommendations were adopted, and the appropriations made, by the following vote: Aye, President Cleary, Mr. Davis, Mr. Fornof, Mrs. Grigsby, Mr. Jensen, Mr. Karraker, Mr. Livingston, Dr. Meyer; no, none; absent, Mr. Adams, Mr. Green, Mr. Wieland.

UNIVERSITY ADVISORY COMMITTEE (13) On January 22, 1941 (Minutes, page 171), the Board authorized the appointment by the President of the University of a standing University Advisory Committee. I now recommend approval of the following organization and general p r o g r a m ; I recommend, further, that the President of the University be authorized to make such additional appointments as may be desirable to replace individuals who may decline initial appointments or later withdraw: Name— T h e Committee shall be known as " T h e University of Illinois General Advisory Committee." Appointments and Tenure— ( a ) Appointments to this Committee shall be made by the Board of T r u s tees on the nomination of the President of the University. ( b ) T e n u r e of appointment shall be four years. (c) T h e r e shall be no fixed number of members, but in general it will be no fewer than fifty nor more than seventy-five. ( d ) Members shall serve without compensation.
