Organization and Meetings— ( a ) W h e n at least fifty appointees have accepted membership and as soon thereafter as it is expedient, and on the call of the President of the University, the Committee shall meet at the University for the purpose of electing subcommittees and to organize a program of activities. (b) There shall be no general chairman of the Committee, and the President of the University (or a representative designated to act for him in his absence) shall preside at all meetings. (c) T h e Committee shall hold meetings on call of the President of the University. ( I n general, it is anticipated that one meeting of the entire Committee will be held each year.) ( d ) T h e Committee shall elect an Executive Committee consisting of from five to seven members to act for the Committee when necessary between general meetings. T h e Executive Committee shall elect a chairman. The Secretary of the Board of Trustees shall be ex officio Secretary of the Committee, of its Executive Committee, and of subcommittees. (e) T h e Committee shall have authority to appoint such standing subcommittees and special subcommittees as it may deem necessary for consideration and transaction of the business of the Committee. Functions and Objectives— T h e functions of the Committee shall be advisory only, as neither the Board of Trustees nor the President of the University, who is the Executive Agent of the Board, can legally delegate any of their responsibilities. It shall advise the President of the University on matters relating to the welfare of the University, its development and services to the State, and on questions of general public policy.

This matter was referred to the Committee on General Policy with power to act.

ADVISORY COMMITTEE TO COLLEGE OF PHARMACY (14) A recommendation that the following Advisory Committee to the College of Pharmacy be appointed to serve for one year from July, 1941: Otto J. Pelikan, Chairman, 918 Columbian Avenue, Oak Park. F r a n k Canedy, 630 12th Road, Rock Island. Ernest Denson, 1119 Northwest Street, Wheaton. Otto D. Ehrlicher, Pekin. Robert S. Johnson, 143 North Water Street, Decatur. Leo L. Mrazek, Stevens Hotel, Chicago.

On motion of Mr. Jensen, this committee was appointed as recommended.

AGREEMENT FOR INVESTIGATION OF W R O U G H T STEEL CAR WHEELS (15) At the meeting of the Board of Trustees on May 27, 1941 (Minutes, page 302), I submitted a proposed agreement between the Technical Board of the W r o u g h t Steel Wheel Industry 1 for a cooperative investigation of the causes of failure of wrought steel car wheels in service, together with their prevention, by the Engineering Experiment Station. There were some questions raised concerning the article in this agreement relating to patentable discoveries, and action was deferred. Subsequently the Director of the Engineering Experiment Station advised the Technical Board of the objection on the part of the Board of Trustees to the departure from the usual provisions, and the agreement has been rewritten. T h e article in question provides that if patentable discoveries grow out of the investigation and such discoveries have commercial value the Technical Board and its member companies shall have the right to full and unrestricted use of such patents without payment of royalties, but other users shall pay the University royalties.
