House Bill 701, "An Act to provide for the creation, maintenance, and administration of a Retirement System for the benefit of the staff members and employees of the University of Illinois and of certain other state educational and scientific agencies." Senate Bill 492, "An Act to amend Section 11 of 'An Act to regulate the civil service of the State of Illinois,' approved May n , 1005, as amended." This bill transfers the administration of Civil Service, insofar as the University employees are concerned, from the State Civil Service Commission to the Board of Trustees of the University of Illinois. The Board is authorized and directed to establish within six months a system of classifications for non-academic positions and rules for the administration thereof. Certified copies of these acts will be given to the Secretary of the Board for record.

RETIRING ALLOWANCES AND DEATH BENEFITS (11) A resolution terminating application of the present system of retiring allowances and death benefits to those members of the staff who will be subject to the new Retirement System and providing a revised plan for those not subject to the new law: I Be it resolved, by the Board of Trustees of the University of Illinois, that the Statute of the Board of Trustees providing for Retiring Allowances and Death Benefits enacted December 13, 1924, as amended to July 1, 1941, be repealed as of September 1, 1941, except as to persons who have retired, and who will retire, under its provisions, on that date, and as to such other persons now on the staff of the University whose situation for any reason may turn out to be such that it would be in their best interest, as well as in the interest of the University, to let them remain until and after retirement subject to the provisions of the Resolution of December 13, 1924, as amended. ( T h e President of the University is requested to report the names of any such persons at or prior to the January, 1942, meeting of this Board.) II Be it further resolved, that 1. F r o m and after September 1, 1941, all employees of the University who are not certified as Participating Employees under "An Act to provide for the creation, maintenance, and administration of a Retirement System for the benefit of the staff members and employees of the University of Illinois and of certain other state educational and scientific agencies," approved July 21, 1941, shall be employed under contracts which shall provide among other things that compensation for their services shall be paid to them by the University as follows, to wit: A. Such part thereof in cash as the Board shall from time to time fix and determine, to be paid to them for such time only as they shall satisfactorily perform the services of their respective employments. B. A part thereof in the value of death benefits to be provided or secured by the Board of Trustees for them, or their respective heirs, legal representatives, assigns, or designated beneficiaries, based on the cash portion of compensation agreed to be paid to them, respectively, (or which would have been paid to them, but for leave of absence) for the academic year during which death shall occur, in the following amounts and under the following conditions, to wit: Death during first year of service, nothing. Death during second year of service, 10% of cash portion of compensation. Death during third year of service, 15% of cash portion of compensation. Death during fourth year of service, 20% of cash portion of compensation. Death during fifth year of service, 25% of cash portion of compensation. Death during sixth year of service, 30% of cash portion of compensation. Death during seventh year of service, 35% of cash portion of compensation. Death during eighth year of service, 40% of cash portion of compensation. Death during ninth year of service, 4 5 % of cash portion of compensation.
