so that it might go into effect immediately, and I am reporting it for record with the request that my action be confirmed.

On motion of Mr. Davis, the action of the President of the University in approving this amendment was confirmed.

BUDGET OF THE ATHLETIC ASSOCIATION (8) I present herewith the budget of the Athletic Association for 1941-1042 as approved by its Board of Directors on July 25, 1941. This budget has been examined in detail by the Comptroller and reviewed by the President of the University. It shows an estimate of income of $267,905 as compared with an original estimate of $256,425 for last year and actual income of $268,543.71. Expenses are estimated at $257,069.81 as compared with an original budget of $246,120.34 for the previous year and actual expenditures of $257,069.81. The proposed budget shows an estimated excess of income over expenses for the coming year of $10,835.19. Salaries which are paid jointly by the Association and the University agree with items which have been approved by the President of the University in making up the budget with the following exceptions, which I recommend be adjusted to conform to the University budget: G. C. Law—Amount to be paid by University $1,800 instead of $1,850. Total salary $2,350 instead of $2,400. J. M. Lindgren—Amount to be paid by Athletic Association $1,900 instead of $1,800. Total salary $5,200 instead of $5,100 (balance in Business Office budget). Of the salaries paid in full by the Athletic Association the only change is the salary of a stenographer from $1,200 to $1,260, which I approve. I recommend approval of the Athletic Association budget as submitted, subject to the above changes. Purchases Authorized Since the budget of the Athletic Association could not be acted upon until the meeting on August 5, the President of the University has authorized as an emergency measure the purchase of a pick-up truck in an amount not to exceed $640, and two hundred feet of canvas at a cost not to exceed $350. Both of these items are set up in the budget. It was necessary to purchase them in advance of the meeting because the truck was needed in August, and in the case of the canvas to insure delivery when it is needed.

On motion of Mr. Davis, this budget was approved and the action of the President of the University in authorizing these purchases was approved and confirmed.

APPOINTMENT OF ACTING DIRECTOR OF ATHLETICS (9) The Board of Directors of the Athletic Association recommends, and I concur therein, the appointment of Douglas R. Mills, Associate in Physical Education for Men, Head Basketball Coach, and Assistant Football Coach, as Acting Director of Intercollegiate Athletics for one year from September 1, 1941. It is further recommended that he be paid a salary of $500 by the Athletic Association for this service in addition to his salary as a member of the faculty of the School of Physical Education and as Coach.

Mr. Davis reported that the Committee on Athletic Activities had considered this recommendation and recommended approval. On motion of Mr. Livingston, this appointment was approved as recommended. Mr. Davis was requested to communicate the action to Mr. Mills; which he did and reported that Mr. Mills had accepted.

LEGISLATION ON RETIREMENT SYSTEM AND CIVIL SERVICE (10) The 62nd General Assembly has passed, and the Governor has approved, the following legislation:
