Tenth Judicial Circuit of Marshall County, Illinois (No. 66E 101), seeking a construction of all the wills. T h e Vice-President and Comptroller and the Legal Counsel recommend that the Board of Trustees authorize the Legal Counsel to appear in the proceedings for the protection of the University's rights in the matter, and to employ such special legal counsel as he may deem necessary or appropriate to assist him in connection therewith. I concur.

On motion of Mr. Swain, this recommendation was approved.

EASEMENTS TO ILLINOIS POWER COMPANY FOR ELECTRICAL SERVICE (19) T h e University has requested the Illinois Power Company to provide electrical service at the Firemanship Training Facilities, which have been constructed by the Illinois Building Authority, and in the adjacent Children's Research Center building in the Mental Health Center complex. Service is also required for the Adler Clinic of the State Department of Mental Health facilities. In order to provide the service, the Illinois Power Company has requested the granting of easements for electric power lines over University property and Illinois Building Authority property. Accordingly, the Director of the Physical Plant and the Vice-President and Comptroller recommend : 1. Granting an easement over a strip of land in Section 24, Township 19 North, Range 8 East of the Third Principal Meridian, starting at a point approximately 780 feet east of the Illinois Central Railroad on Windsor Road extended, and running north approximately 1,130 feet to the Illinois Building Authority property; and, 2. Submitting a request to the Illinois Building Authority to grant an easement over its property from the University easement north approximately 200 feet and east approximately 170 feet, where the utilities service will interconnect with the State Department of Mental Health and University distribution system for the Mental Health Center complex. I concur and recommend adoption of the following resolutions. Resolution Requesting Electric Transmission Line Easement Be Granted to Illinois Power Company by Illinois Building Authority Over Site of Fire Training Building and Related Facilities WHEREAS, in accordance with the provisions of "An Act to create the Illinois Building Authority and to define its powers and duties," approved August 15, 1961, as amended, and Resolution No. 65-1BA-4 adopted on the 25th day of January, 1965, by the Illinois Building Authority, a body corporate and politic of the State of Illinois, created under said mentioned Act, The Board of Trustees of the University of Illinois, a public Corporation of the State of Illinois, pursuant to a resolution adopted by its Board of Trustees at its meeting on the 23rd day of April, 1965 transferred jurisdiction, by Instrument of Transfer dated June 15, 1965, to the Illinois Building Authority of the site for the Fire Training Building and related facilities, Urbana-Champaign to be constructed by the Illinois Building Authority on behalf of the Department of Public Safety of the State of Illinois; and WHEREAS the Illinois Building Authority now has jurisdiction over said site described a s : Situated in the State of Illinois, the County of Champaign, and being a part of the S Vz of the S i/z of Section 24, Township 19 North and Range 8 East of the Third Principal Meridian, and more fully bounded and described as follows: Beginning at a corner on the North line of the S Vi of the S Y2 oi said Section 24, said corner being 170.0 feet East of the N E corner of the S W 14 of the S E V4 of said Section 24 and being marked with an iron pipe monument ; thence Southerly along a line parallel to the East line of the S W \i of the S E }4 of said Section 24, a distance of 80.0 feet to a corner, said corner
