APPROPRIATION BY THE ATHLETIC ASSOCIATION (12) The Board of Directors of the Athletic Association approved an appropriation of $29,640 to provide funds to cover the cost of preparing plans and specifications for the Addition to the Press Box at Memorial Stadium. Confirmation of this appropriation is requested.

On motion of Mr. Swain, the action of the Board of Directors of the Athletic Association was confirmed.

REQUEST THAT ILLINOIS BUILDING AUTHORITY CONTRACT FOR CONSTRUCTION OF LIBRARY AIR CONDITIONING CENTER, URBANA (13) On September 14, 1966, the Illinois Building Authority received bids for all work for the construction of the Library Air Conditioning Center at the Urbana campus. T h e Center will serve the Undergraduate Library and the proposed Psychology Building. The lowest bidder is George S. Walker Plumbing & Heating, Inc., Decatur, with a low bid of $342,788. Eight other proposals were received, with bids ranging from $349,645 to $422,145. The lowest bidder is deemed fully qualified and has performed satisfactorily under contract with the University in the past. The project is one which the Board of Trustees on September 22, 1965, requested the Illinois Building Authority to provide. The Authority will finance construction and lease the facilities to the University for rental payments for which state appropriations are available. The Director of the Physical Plant and the Vice-President and Comptroller recommend that the Board request the Illinois Building Authority to award a contract for the described work to the lowest bidder and proceed to procure this facility for the use of the University. I concur and recommend adoption of the following resolution. Resolution Be It, and It Hereby Is, Resolved by The Board of Trustees of the University of Illinois, a public corporation of the State of Illinois, that the Illinois Building Authority be, and it hereby is, requested to contract with George S. Walker Plumbing & Heating, Inc., Decatur, for the total work for the construction of the Library Air Conditioning Center at the Urbana-Champaign campus at the total cost of $342,788. Be It, and It Hereby Is, Further Resolved by The Board of Trustees of the University of Illinois, a public corporation of the State of Illinois, that the Comptroller and Secretary of this public corporation be, and they hereby are, authorized to make, execute, acknowledge and deliver, in the name and in behalf of this corporation, such instruments of transfer, assignment, conveyance, lease, contract, and other documents as are necessary or appropriate in order to provide for the carrying out of the foregoing project and facility by the Illinois Building Authority.

On motion of Mr. Johnston, the foregoing resolution was adopted by the following vote: Aye, Mr. Clement, Mr. Hughes, Mr. Johnston, Mr. Jones, Mr. Pogue, Mr. Swain, Mrs. Watkins, Mr. Williamson; no, none; absent, Mr. Dilliard, Governor Kerner, Mr. Page.

REQUEST TO ILLINOIS BUILDING AUTHORITY TO CONTRACT WITH CITY OF CHICAGO FOR WATER MAIN RELOCATION (14) On March 16, 1966, the Trustees authorized the city of Chicago, acting through its Department of Water and Sewers, to relocate and extend water mains to serve the Science and Engineering Staff Office Building, the Library, and the Architecture and Art Laboratories, all part of Phase II construction, Chicago Circle, at an estimated total cost of $44,948.70. As these projects are being financed and constructed by the Illinois Building Authority, it has been subsequently concluded that the cost of relocating and extending the water mains to serve these buildings should properly be paid for by the Illinois Building Authority. Accordingly, the Director of the Physical Plant and the Vice-President and Comptroller recommend that the Board request the Illinois Building Authority to assume the University's obligation to pay the city of Chicago for the abovedescribed work. I concur and recommend adoption of the following resolution.
