BOARD OF TRUSTEES

SESSION O F AUGUST 31, 1943 When the Board convened in executive session for the meeting of August 31, 1943, the following members were present: President Livingston, Mr. Davis, Mr. Fornof, Mrs. Grigsby, Mr. Jensen, Dr. Luken, Mr. McKelvey, Dr. Meyer. President Willard was present; also Mr. A. J. Janata, Assistant to the President, Mr. H. E. Cunningham, Secretary, and Mr. Lloyd Morey, Comptroller.

MINUTES APPROVED

The Secretary presented the minutes of the meetings of June 19 and July 28, 1943, and (for record) the minutes of a meeting of the Executive Committee on July 28, 1943. On motion of Mr. Jensen, the minutes were approved and received for record as printed on pages 373 to 486 above.

MATTERS PRESENTED BY PRESIDENT WILLARD

The Board considered the following matters presented by the President of the University.

PLAN FOR AGREEMENT BETWEEN UNIVERSITY OF ILLINOIS AND THE UNIVERSITY CLUB OF URBANA (1) T h e Comptroller and the Director of the Physical Plant Department have been working on a plan to assist the University Club of Urbana (Men's Faculty Club) in recognition of the services which this organization has contributed to the University community. This matter deserves early and serious consideration and I recommend that it be referred to a Committee of the Board for discussion with representatives of the University Club and University officials with a view to submitting a definite proposal to the Board. I submit herewith a statement of the problems relating to the University Club and a tentative plan for an agreement between the University and the Club.

The Comptroller presented this item. On motion of Dr. Meyer, this matter was referred to a special committee to be appointed by the chair to make a recommendation to the Board as soon as possible. President Livingston appointed the following committee: Mr. Fornof, Chairman, Dr. Meyer, and Dr. Luken.

RELEASE OF PATENT TO UNITED STATES GOVERNMENT (2) T h e Faculty Committee on Patents recommends that a discovery by Dr. E. W . Comings, Assistant Professor of Chemical Engineering, which he made while engaged in confidential research work on a war problem under a contract between the University and the United States Government (represented by the Office of Scientific Research and Development) be released to the Government. This contract provides that any patentable discoveries growing out of the research work it covers shall be the property of the Government, but formal action releasing the discovery is necessary. A statement concerning the nature of the discovery is hereby given to the Secretary of the Board for record. I concur in this recommendation.

On motion of Mrs. Grigsby, this patent was released as recommended.

DIVISION OF DEAN OF STUDENTS (3) From time to time I have presented to the Board reports and recommendations based on surveys of the University of Illinois made by the American Council on Education and Booz, Fry, Allen, and Hamilton.
