"7. The Commission recommends that the administration of student affairs be further coordinated by placing responsibility therefor in one person directly under the President of the University." A special committee of the Board of Trustees appointed to study the recommendations of the American Council on Education recommended, and the Board approved, that this be made effective as soon as practicable and that the President of the University present his recommendations to the Board, together with his estimate of the expense involved. I recommend that there be created the office of "Dean of Students" who shall be a general University officer responsible directly to the President of the University. In establishing this new office it is planned to proceed gradually in transferring various agencies dealing with the extra-curricular life and activities of students so that the new officer may have time to study and take over his new responsibilities effectively. It is proposed that the following officers, services, and functions be transferred immediately to this new office; the officers and agencies included in this group will be responsible directly to the Dean of Students: 1. Dean of Men and present functions; including supervision of Freshman Week and the Student Employment Service. 2. Dean of Women and present functions. 3. University Health Service. (This does not include the Health Service in the Chicago Colleges, which will be under the administration of the Executive Dean.) 4. McKinley Hospital. 5. Hospitalization and medical service for students. 6. Division of Student Housing. 7. All boards administering extra-curricular activities the faculty members of which have heretofore been appointed by the President, except the Athletic Association, the Alumni Association, and the University of Illinois Foundation. Appointments of faculty members to these boards will be made by the President on nomination of the Dean of Students. These boards will continue to function in accordance with established regulations, and it will be the function of the Dean of Students to receive reports, take such action as is necessary to coordinate activities, and to receive and act upon recommendations for changes in by-laws or regulations. 8. The Senate Committee on Student Affairs (which is appointed by the University Senate) shall also serve in an advisory capacity to the Dean of Students. H e will, however, be the administrative officer responsible for all extra-curricular activities as rapidly as these functions are transferred to his office. 9. T h e Dean of Students shall exercise general guidance over the social, educational, and cultural programs in the Mini Union Building. T h e Social Director of the Union will be administratively responsible to the Manager of the Union as at present. In carrying out these functions, the Manager and the Social Director shall proceed in accordance with the instructions of the Illini Union Board, the relation of which to the Dean of Students is described in 7 and 8 above. 10. When the Residence Halls, which are now being used for housing the United States Navy trainees, are again available for occupancy by civilian students, it is anticipated that the Dean of Students will have a relationship with these halls similar to his relation to the Illini Union as described in 9. 11. T h e Dean of Students may attend meetings of the Senate Committee and Subcommittees on Discipline and participate in discussions but shall have no vote. This is proposed as a trial arrangement subject to review a year from September 1, 1043. 12. T h e Committee on Guidance Conferences for H i g h School Students. The following officers, services, and functions will not be transferred to the Dean of Students at the present time: 1. The Personnel Bureau, which will continue as a University-wide service. At present it is under the administration of the Provost. 2. Building operation and maintenance, food service, and other business enterprises in the Illini Union Building.
