University's share of the work to be done at Navy Pier, but it may be several months before a decision is reached as to such use of these funds. If the interest earnings of the escrow funds can not be used, a special appropriation will be necessary to cover the cost of the work. In the meantime, in order that this remodeling program be not delayed, the Director of the Physical Plant and the Vice-President and Comptroller request authorization to proceed with the necessary work with the understanding that the cost will be paid from the escrow funds or from an appropriation from the General Reserve to be made later. I concur.

On motion of Mrs. Watkins, this recommendation was approved, and authority was given as requested, by the following vote: Aye, Mr. Clement, Mr. Harewood, Mr. Herrick, Mr. Hughes, Mr. Johnston, Mr. Pogue, Mr. Swain, Mrs. Watkins, Mr. Wilkins, Mr. Williamson; no, none; absent, Mr. Stratton.

CONTRACT FOR CONSTRUCTION OF GRADUATE STUDENT RESIDENCE HALL (12) Bids were taken on February 17, 1959, for the construction of a residence hall to house 307 graduate students to be financed, except for the purchase of movable equipment, by a loan from the Housing and Home Finance Agency which has given preliminary approval to an application for a loan of $1,395,000. FelmleyDickerson Company, Urbana, submitted the lowest base bid of $1,269,500, and alternate bids, as requested, on changes in the construction to provide 213 single and 94 double room accommodations instead of 69 single and 238 double rooms included in the base bid. T h e bid prices are firm until April 18, 1959. T h e Director of the Physical Plant and the Vice-President and Comptroller recommend that the Board of Trustees authorize official notification of FelmleyDickerson Company of the Board's intention to award this Company a contract for $1,349,000 (including the base bid plus the alternates) upon approval of the loan agreement by the Housing and Home Finance Agency; and that the Board authorize Felmley-Dickerson Company to proceed with the construction of the building, provided that total expenditures do not exceed $100,000 prior to execution of the contract. The additional income from the increased number of single rooms will more than amortize the additional cost over the life of the bonds. Assurances have been received from the Housing and Home Finance Agency that the loan will be approved; it is a matter of completing the necessary details. The contractors are willing to proceed on this basis so that construction will be on schedule and the building will be ready for occupancy in September, i960. Funds are available in Housing Division reserves for the construction payments which become due prior to the execution of the contract and can be permanently assigned to the project in the unlikely event the contract can not be executed. The assignment of up to $100,000 from this source is recommended as an advance to be repaid when financing has been completed. I recommend approval of this interim financing and that the Comptroller be authorized to notify the contractor to proceed accordingly. T h e contract will he submitted to the Board for approval when processing of the loan has been completed.

CONTRACT FOR REPLACEMENT OF SKYLIGHT IN ENGLISH BUILDING (13) T h e Director of the Physical Plant and the Vice-President and Comptroller recommend the award of a contract for $4,760 to the Limbach Company, Columbus, Ohio, the lowest bidder, for the replacement of the skylight in the English Building on Wright Street.
