BOARD OF TRUSTEES

THE BUDGET FOR 1 9 4 0 - 1 9 4 1 (24) T h e University budget for the fiscal year beginning July 1, 1940, and the academic year beginning September I, 1940, is submitted herewith. I recommend that this budget, covering the allocation of the University's income from all State appropriations (including the appropriation of the University Income Fund representing all general income) as well as Federal funds and trust funds, and including provisions for all salaries, wages, operation, plant repairs and improvements, special, non-recurring appropriations, and all other expense for the fiscal year beginning July 1, 1940, and the academic year beginning September I, 1940, be approved; that the President of the University be authorized to make such changes and adjustments as are needed, to make such additional appointments as are necessary, and to accept resignations offered, in accordance with the needs of the University and the equitable interests involved; and that the Executive Committee of the Board be hereby authorized to make appropriations from the General Reserve Fund and such other adjustments in the budget as may be needed from time to time whenever it is necessary to take such action in the absence of a quorum of the Board.

Mr. Morey presented statements on the budget and commented on the general features and details. On motion of Mr. Mayer, the budget was approved (with the exception of the items for Alumni Relations and Records and the University of Illinois Foundation), and authority was given as recommended, by the following vote: Aye, Mr. Cleary, Mr. Jensen, Mr. Karraker, Mr. Mayer, Dr. Meyer, Mr. Moschel, Mr. Pogue; no, none; absent, Mr. Adams, Mr. Horner, Mrs. Plumb, Mr. Wieland.

G E N E R A L EXPLANATORY NOTES Appropriations for Salaries are available for the term indicated in each case but not for more than one year from September 1. W h e n appointments are made at salary rates less than the amounts provided in the budget, the unused balance lapses at that time. Funds appropriated for positions in the salary budget which are not yet filled may, pending regular appointments, be drawn against by voucher to the Business Office for services of employees temporarily engaged to do the work contemplated by the position. Such temporary charges may not exceed the amount of time provided by the position unless otherwise approved by the President. All balances remaining in the salary budget at the end of the term indicated or at August 31, lapse on those dates. Departmental appropriations are made under the captions "Salaries," "Wages," and "Expense and Equipment." No transfers may be made between "Salaries" and other captions except with the approval of the President of the University. Adjustments may be made between " W a g e s " and "Expense and Equipment" upon written request to the Comptroller. Appropriations for Expense and Equipment and for Wages are available for one year beginning July 1 and ending June 30. All unencumbered balances in these appropriations lapse June 30.
