cases the Research Board recommended either a leave on one-half pay for the full year, or on one-half pay for one semester. On further inquiry into these cases and consultation with the deans of the colleges concerned, I asked the Research Board to reconsider its recommendations in two cases. In the third case, the application was amended to leave for one-half year on one-half pay and is included in the above recommendations. I also request that the President of the University be authorized to approve the leaves of absence in the two cases which are still under consideration on such terms as appear equitable in the circumstances. The total amount of salaries involved in these sixteen cases (i.e., the amount to be paid to the applicants while on leave) is $27,187, of which $6,435 will be paid from Federal funds, leaving $20,752 to come from University funds. This figure includes the two cases which are still under consideration and is less than the amount involved in previous years.

On motion of Mr. Moschel, these leaves were granted and authority was given the President as requested.

RETIREMENT OF PROFESSOR E. C. SCHMIDT

(4) Professor Edward C. Schmidt, Head of the Department of Railway Engineering, will reach the age of 66 during the current academic year and requests that he be permitted to retire from active service September I, 1040, under the provision in the University Statutes that in exceptional cases and for substantial cause retirement is permitted any time after a member reaches 65 years of age. Professor Schmidt has been in poor health and will soon undergo a major operation, for which he has previously been granted a leave. At the end of the current academic year he will have been in active service for a total of 36 years. I recommend approval of this request. The retiring allowance due in his case will be $2,912 a year.

On motion of Mr. Jensen, this request was granted, and the President of the University was requested to express the appreciation of the Board to Professor Schmidt for his long and valuable services.

LEAVES OF ABSENCE FOR PHYSICAL DISABILITY

(5) At its meeting on January 27, 1940 (Minutes, page 705), the Board adopted a policy covering leaves of absence on account of disability for members of the staff. Does the Board desire the President of the University to present to it all cases coming under this rule, or only those involving absence over an extended period? Heretofore leaves of absence have been reported to the Board of Trustees regardless of the period of absence involved. In the future it would seem that only leaves involving absence of more than a month should be reported to the Board. Under the policy adopted, a member of the administrative, clerical, stenographic, mechanical, or labor staffs may be granted a leave of absence at full pay to the extent of one week for each full year of service (but not to exceed 25 weeks), regardless of whether such absence results in additional expense to the University. In the case of a member of the faculty, however, if additional expense is involved during his absence the amount of such expense shall be deducted from his salary. In most cases it is possible to distribute the work (or a large part thereof) of a member of the teaching faculty among his colleagues without additional expense to the University; or if additional expense is involved the amount is not great. There are likely to be a few cases, however, in which it is not possible for a department to absorb the work of an absentee and it must engage a substitute at approximately the same rate of pay. In such cases the absentee would receive no pay, or very little pay if the policy adopted by the Board is strictly followed. The question is raised whether the Board desires to authorize a departure from this policy for a limited period in special cases, each to be considered on its merits (possibly along the general lines followed in the non-faculty group of
