making the leave allowed proportionate to the length of service). For example, a limit of three months might be placed on such arrangements.

On motion of Mr. Cleary, the President was requested to report absences of one month or more, and to bring to the Board recommendations in unusual cases in which procedure according to the rules is not equitable to the interests of the individuals involved. At this point, Mr. Adams and Mr. Wieland took their place with the Board.

APPOINTMENT OF DR. MAX BLACK AS PROFESSOR OF PHILOSOPHY (6) T h e Head of the Department of Philosophy and the Dean of the College of Liberal A r t s and Sciences recommend that Dr. M a x Black, now Tutor at the Institute of Education at the University of London, be appointed Professor of Philosophy for three years beginning September I, 1940, at an annual salary of $5,000. T h e Dean of the Graduate School, who has examined the documentary information concerning his qualifications concurs in these recommendations. The three-year appointment, instead of indefinite tenure, is recommended as a special arrangement in this case because the candidate is coming from abroad and the Dean feels his appointment should be subject to review after he has been on the staff for three years.

On motion of Dr. Meyer, this appointment was made as recommended.

FEE FOR WATERWORKS OPERATORS' SHORT COURSE (7) The Department of Civil Engineering has been authorized to offer a Short Course for W a t e r w o r k s Operators in March, 1940, to be sponsored by that Department and the State Department of Public Health. A fee of $7.50 will be charged each registrant, and this income will be credited to a special account to cover the expenses of the course. I recommend confirmation of this action and that the income from fees be appropriated to meet the expenses of the Short Course, on condition that any unused balance shall lapse into general funds.

On motion of Mrs. Plumb, this fee was authorized and the appropriation was made as recommended, by the following vote: Aye, Mr. Adams, Mr. Cleary, Mr. Jensen, Mr. Mayer, Dr. Meyer, Mr. Moschel, Mrs. Plumb, Mr. Pogue, Mr. Wieland; no, none; absent, Mr. Horner, Mr. Karraker.

APPROPRIATION TO DEPARTMENT OF ANIMAL HUSBANDRY (8) A recommendation that an appropriation of $1,461.29 be made from the unappropriated receipts of the Department of Animal Husbandry for the replacement of equipment in its Meats Laboratory. This is to cover the following items: Motor to replace one about 35 years old 1 $1 057 33
