Whereas it is essential, in order to insure the efficient and orderly administration of this branch of the business of the University, that more than one person be authorized to perform the duties of the above described position, Now, therefore, be it resolved that Lloyd Morey, Comptroller, and C. A. Webber, Bursar, be and they are hereby designated jointly and severally as Appointing Officers with full power to act as such, including the power to sign all Civil Service forms pertaining to appointments, promotions, demotions, transfers, or discharges of persons subject to the Civil Service Law, and Be it further resolved that it shall be in the discretion of Mr. Morey whether and in what circumstances Mr. Webber executes such forms over his personal signature or Mr. Morey does so himself, but in either case any such Civil Service forms, whether executed by Mr. Morey or by Mr. Webber, shall be deemed to have been executed by and with the authority of this Board. DELEGATION O F S I G N A T U R E S (12) At the annual meeting on March 9, 1937 (Minutes, page 193), the Board authorized its President to delegate his signature to various documents to certain members of the Business Office staff. T h e resignation of Mr. H . B. Ingalls necessitates certain changes in this delegation, and the following revision of paragraph 2 of the resolution adopted on March 9 is offered to replace the corresponding paragraph in the original; the Secretary requests that he be authorized to delegate to Miss Maude Archdeacon authority to sign his name to warrants and vouchers, and offers also a revision of paragraph 3 of the same resolution. T h e President of the Board of Trustees is authorized to delegate to C. H . Pratt, to L. M. Dahlenburg, to C. C. DeLong, to Lloyd Morey, and to Arthur Lincicome, the signing of his name as President of the Board of Trustees to vouchers against the State A u d i t o r ; and to delegate to C. A. Webber, to H . A. Hazleton, to Lloyd Morey, and to A r t h u r Lincicome, authority to sign his name to warrants on the University Treasurer covering vouchers approved in accordance with regulations approved by the Board. T h e Secretary of the Board of Trustees is authorized to delegate to H . C. Oesterling, to Anna L. Neuber, and to Maude Archdeacon, authority to sign his name as Secretary of the Board of Trustees to vouchers against the State Auditor and to warrants on the University Treasurer, covering vouchers approved in accordance with the regulations of the Board.

On motion of Mrs. Plumb, this resolution was adopted as amended.

BUSWELL PATENT

At this point, Mr. Pogue, for the Committee on Patents, presented a recommendation that the Pacific Flush Tank Company be advised that the University is not inclined to sell the Buswell patents outright, but that it will give this company an exclusive license in municipal waste, with a reservation in favor of the State of Illinois and all its institutions (but not including cities, villages, and similar municipal bodies) for the remaining life of the patents, for a consideration of $5,000. On motion of Mr. Pogue, this recommendation was adopted, and the officers of the Board were authorized to execute the necessary documents.

SALE O F SECURITIES

Mr. Mayer, for the Finance Committee, presented a recommendation that the following securities, investments of endowment funds, be sold at the market price: $10,000 Home Owners Loan Corporation 2^4% bonds of 1949 (market ioo% 2 , cost 94.81); $3,000 U. S. Treasury 3 % % bonds of 1944-46 (market 1 0 5 ^ , cost 103.95).
