On motion of Mr. Mayer, the Summer Session budget was approved, and authority was given as requested, by the following vote: Aye, Mr. Adams, Mr. Cleary, Mrs. Freeman, Mr. Karraker, Mr. Mayer, Mr. Moschel, Mrs. Plumb, Mr. Pogue; no, none; absent, Mr. Horner, Dr. Meyer, Mr. Wieland.

A P P O I N T M E N T O F P R O F E S S O R EDWIN H . R E E D E R (8) A recommendation for the appointment of Dr. Edwin H . Reeder, Associate Professor of Education at the University of Vermont, as of Education on indefinite tenure beginning September I, 1937, at salary of $4,500. This is one of two new positions in the College of Education by the Board on December 15, 1936 (Minutes, page 129). at present Professor an annual authorized

A P P O I N T M E N T O F P R O F E S S O R B . O . SMITH (9) A recommendation for the appointment of Mr. B. O. Smith, at present A s sociate Professor of Education at the University of Florida, as Associate P r o fessor of Education for one year beginning September 1, 1937, at an annual salary of $4,500. This is to fill a vacancy and represents an adjustment in the budget of the College of Education which was authorized by the Board of Trustees on December 15, 1936 (Minutes, page 129).

On motion of Mr. Moschel, this appointment was made.

A D J U S T M E N T S IN B U S I N E S S O F F I C E S T A F F (10) A recommendation that the following major adjustments in the Business Office staff be authorized: 1. Resignation of H. B. Ingalis, Bursar.—Mr. Ingalis is resigning to accept a position as Business Manager of Bradley Polytechnic Institute at Peoria at a substantial increase in his present salary. T h e position offers increased responsibility and opportunity over and above that which would probably be available to him at the University of Illinois. 2. Appointment of Bursar.—A recommendation that C. A. Webber, Assistant Bursar, be appointed Bursar at an annual salary of $3,750, effective April 1, 1937. I n filling the position of Bursar, certain promotions and adjustments in other positions in the Bursar's Division have been made, as follows: 1. H o w a r d A. Hazleton, H e a d Cashier, has been promoted to the position of Assistant Bursar at a salary of $2,600 per year. 2. John I. Johnson, Assistant Cashier, has been promoted to the position of H e a d Cashier at a salary of $1,900 per year. 3. George W . Michael, Assistant Cashier, has been promoted to the position of Cashier at a salary of $1,400 per year. 4. Cecil E. Swinehart, Bookkeeper, has been promoted to the position of Assistant Cashier at a salary of $1,200 per year.

On motion of Mr. Pogue, the resignation of Mr. Ingalis was accepted and the appointment of Mr. Webber was made as recommended.

CIVIL S E R V I C E J O I N T A P P O I N T I N G O F F I C E R S (11) On November 21, 1936 (Minutes, page 114), the Board authorized Messrs. Lloyd Morey and H . B. Ingalis to serve jointly and severally as appointing officers for the handling of Civil Service appointments to the University staff. T h e resignation of Mr. H . B. Ingalis makes necessary a change in this arrangement, and the following resolution is offered to replace the previous authorization: Whereas Lloyd Morey, Comptroller of this Board, has heretofore been duly authorized to act as Appointing Officer in the administration of the State Civil Service L a w in its relation to the University, and
