$130 000 NEW APPOINTMENTS TO THE STAFF FOR 1929-30 (29) A list of new appointments to minor positions on the staff for 1929-30 has been approved since the last report was made to the Board. The names are included in the budget under the respective departments. O n motion of M r s . Grigsby, the action of the President in m a k i n g these appointments w a s confirmed. SPECIAL NON-RECURRING APPROPRIATIONS (30) I recommend that appropriations be made for special purposes as listed below. These appropriations are over and above the budget appropriations for normal operation and equipment and are for special non-recurring needs of the year or for securing necessary important but costly equipment which should not be included in the normal operating budget. Appropriations for these special purposes are made in total for the benefit of all departments of the College indicated unless otherwise specified and may be expended only on order of the Dean of the College, and, for expenditures exceeding $500, the approval of the President. All such requisitions, however, should be sent to the Comptroller. All requisitions must show total expense of installation and necessary physical alterations and the purchase must not add to the net annual operating expense of the department or college without provision having been previously made therefor. N o expenditures may be made from the appropriations to the various Colleges other than the Graduate School for research of individual members of the staff or for graduate instruction except for work in the experiment stations or bureaus of research. N o expenditures may be made from the appropriation to the Graduate School for equipment other than for the purposes of the research of individual members of the staff or for graduate instruction, not including, however, equipment for the work of the experiment stations and bureaus of research.
