O n motion of Mr. Barr, this appropriation was made by the following vote: Aye, Mr. Armstrong, Mr. Barr, Mrs. Busey, Mrs. Evans, Mrs. Grigsby, Dr. Noble, Mr. Trees, Mr. Ward; no, none; absent, Mr. Blair, Mrs. Ickes, Mr. Small. APPROPRIATION FOR DRAINAGE (16) A t the meeting of the Board on July 14, an appropriation of $6,000, or so much thereof as might be necessary, was made from the Reserve and Contingent Fund to meet the expenses of the additional drainage facilities to be provided in connection with the pavement of Armory Avenue. (See Minutes, July 14, pages 404405). This appropriation was "to be paid out only if the conditions of the resolution above recorded are fulfilled, etc." (See page 404). O n this matter the Supervising Architect has sent m e the following letter: Ukbana, Illinois, September 20, 1927 President David Kinley, $$$ Administration Bldg. (West). M r dear President Kinley: The bids on the storm sewer drainage in connection with the pavement of Locust Street were taken on the basis of one foot in length for each size of tile. The low bidder on the tile as proposed by the City Engineer is as follows for the depth of cut involved in each case. 15" tile, $1.50 per lineal foot. 18" tile, $2.00 per lineal foot. 27" tile, $3.80 per lineal foot. 30" tile, $4.50 per lineal foot. In order to meet the needs as adequately as the present outlet conditions permit we proposed to substitute 36" for the 15" and the 18", and 39" for the 27" and the 30". These dimensions of tile give us six times the outlet area to connect to at Armory Avenue from the South that we would have had with the 15". The bids submitted on the large size tile were as follows: Christensen Brothers on the 39", $7.03; on the 36", $6.93. The bid of Kent and Company, who were the low bidders on the paving contract, was as follows: 39", $7.00 per lineal foot, 36", $6.75 per lineal foot. As the Board appropriation for this work is a fixed sum, it was impossible to make a contract with Kent and Company on a per foot basis and it was also evident that when the total job was finished and measured up that it would run beyond #6,000. Kent and Company proceeded with the work with a knowledge of this situation. The job is nowfinishedwith the exception of the south block and the actual measurements and cost of the work as agreed between Kent and Company and the Champaign City Engineer are as follows: 223 feet @ $2.50 per ft. extra $ 557 50 365 feet @ $3.20 per ft. extra 1 168 00 496 feet @ £4.75 per ft. extra 2 356 00 460 feet @ $5.25 per ft. extra 2 415 00 ioj^ feet of concrete bend extra 145 00 This totals $6 641 50 I request an additional appropriation of $641.50 to meet this cost. At our conference in your office with the Mayor, M r . Daneley, and Mr. Harrington, M r . Daneley gave us his off hand estimate of the larger tile as between six and seven thousand dollars. W e took the lowerfigurein requesting an appropriation and therefore there can be no criticism of the City Administration in bringing in the request now that we meet a total cost of $6,641.50.
