Amendment of Regulations Governing Procurement and Bidding at State Systems Universities in Illinois

(33) The Illinois Purchasing Act has been amended to require purchases and contracts of $25,000 or more to be awarded pursuant to a competitive selection procedure except as specifically exempted by law. Previously, the law required competitive bidding for purchases and contracts of $5,000 or more. The Regulations Governing Procurement and Bidding at State Systems Universities in Illinois allow the University to make purchases without following bidding procedures where that is permitted by the Purchasing Act. The vice president for business and finance recommends that the threshold for competitive procurement by the University be increased to $25,000. The vice president will report to the board regarding the impact of the amendments to the Illinois Purchasing Act and will make recommendations for changes in University procurement procedures. I concur.

On motion of Dr. Bacon, this recommendation was approved by the following vote: Aye, Dr. Bacon, Mr. Boyle, Mr. Downey, Mr. Grabowski, Mrs. Gravenhorst, Mr. Lamont, Ms. Reese, Mrs. Shepherd; no, none; absent, Mrs. Calder, Governor Edgar. (The student advisory vote was: Aye, Mr. Begovich, Mr. Lawless; no, none.)

Contracts, Law Building Addition and Remodeling, Urbana (Report of President's Action)

(34) After consultation with members of the board in accordance with the General Rules Concerning University Organization and Procedure, I have approved an $11,708,000 project budget and the award of the following contracts for the Law Building addition and remodeling project at the Urbana campus. The award in each case is to the lowest responsible bidder on its base bid plus acceptance of the indicated alternates. I now request confirmation of this action.
