This paper was gone over item by item and the* several items were approved except the following: Mr. McKay moved to increase item 10, for maintenance and extension of the engineering equipment, by making the amount $25,000.00. This amendment was defeated by the following vote: Yeas—Mrs. Carriel, Messrs. McKay, Hatch and Nightingale; nays—Messrs. Fulkerson, Bayliss, McLean, Bullard, and Smith and Mrs. Flower and Mrs. Abbott. I t was then moved to make the amount $20,000.00, and then to amend this motion by substituting $15,000.00 for $20,000.00, and the substitute prevailed by the following vote: Yeas—Messrs. Fulkerson, Bayliss, Bullard, McLean, and Smith and Mrs. Flower and Mrs. Abbott; nays—Mrs. Carriel and Messrs, McKay, Hatch, and Nightengale. It was ordered that instead of $10,000.00 in item 1, deficiency on Agricultural Building, the amount of the deficiency, as ascertained by the Business Manager, should be inserted. JMr. Fulkerson moved to amend item 2, for furnishing and equipping the Agricultural Building, by making the amount $25,000.00. It was moved as a substitute for this to ask for $10,000.00 for the year beginning July 1, 1901, and for $5,000.00 for the year beginning July 1, 1902, and the substitute prevailed by the following vote: Yeas—Messrs. Bayliss, McLean, Bullard, McKay, Smith, Hatch and Nightingale, and Mrs. Flower and Mrs. Carriel; nays—Mr. Fulkerson and Mrs. Abbott. It was voted that the amount of item 8, for equipment of wood shops, etc., should be added to the $76,000.00 to be asked for as an emergency appropriation, and that the asking accordingly include not only the amount needed for the buildings, but also the amount needed for equipment. It was also voted to ask for $5,000.00 per annum for maintenance of the School of Music. Mr. McKay moved an extension of the College of Literature and Arts by the establisment of a school of social and political science and commerce, and that an appropriation of $16,000 00 per annum be asked for for this purpose, and the motion prevailed, Mr. McKay moved that the Legislature be anked to appropriate to the University, in addition to other amounts, $35,000.00 a year, in order that the University might thereafter collect no fees from University students. Before action was taken upon this motion, Mr. Nightingale presented the following resolution: WHEREAS, The University of Illinois is an integral part of the public school system; and, WHEREAS, In all the public schools below the University tuition is free; therefore, be it
