T h e B o a r d of T r u s t e e s of t h e U n i v e r s i t y of Illinois met in t h e U n i versity P a r l o r , U r b a n a , at 3 o'clock p . m., T u e s d a y , M a r c h 12, 1895. T h e m e m b e r s p r e s e n t were Messrs. A r m s t r o n g , Bullard, G r a h a m , I n g l i s , M c L e a n , M o r g a n , Morrison, R a y m o n d , D r . J u l i a H . S m i t h , a n d M r s . F l o w e r ; absent, Governor Altgeld a n d Mr. J u d y . T h e newly elected members, Messrs. M c L e a n , B u l l a r d , a n d M r s . Flower, h a d already t a k e n a n d filed t h e r e q u i r e d oath of office. T h e m i n u t e s of t h e m e e t i n g s of D e c e m b e r 5,1894, a n d J a n u a r y 10, a n d F e b r u a r y 12, 1895, were approved. T h e P r e s i d e n t a n n o u n c e d as t h e n e x t business t h e election of a P r e s i d e n t of the B o a r d for t h e e n s u i n g year, s t a t i n g at t h e same t i m e t h a t h e was not himself a c a n d i d a t e for re-election. Mr. B u l l a r d n o m i n a t e d Mr. A r m s t r o n g , and Mr. M c L e a n n o m i n a t e d Mr. Morrison. O n t h e twelfth ballot Mr. G r a h a m received five of t h e e i g h t votes cast, a n d was declared elected. T h e election was m a d e u n a n i m o u s on m o t i o n of Mr. M o r g a n . O n motion of M r . M o r g a n , W . L. P i l l s b u r y was elected Correspondi n g a n d R e c o r d i n g S e c r e t a r y a n d R e g i s t r a r , w i t h a salary of $1,200 a year. O n motion of M r . Morrison, Mr. Charles W . S p a l d i n g was elected Treasurer, h i s b o n d to be in t h e same a m o u n t as heretofore—$600,000. P r e s i d e n t D r a p e r p r e s e n t e d t h e following r e p o r t :

PRESIDENT'S REPORT. URBANA, ILLINOIS, March 12, 1895.

To the Board of Trustees of the University of Illinois. GENTLEMEN: By action of the Board the term of service of professors, assistant professors, and associate professors is at the pleasure of the Board, so that they continue indefinitely in the absence of action to the contrary. The service of members of the corps of instruction who come within these classes is reasonably satisfactory. However, it seems to me that circumstances have so changed at one or two points in our work as to render changes in the arrangements touching professors advisable. Without attempting to give here all the reasons for the recommendation, I advise that the services of the assistant professor of psychology be discontinued after the present year, and that a suitable person be employed who is primarily adapted to the examination of high schools seeking place upon our accredited list, and who shall spend as much of his time for that purpose as may be deemed necessary and the remainder of his time in work at the Uni-
